Bengal best in child care and education, says UNICEF report

The UNICEF annual flagship publication, ‘The State of the World’s Children Report,’ has lauded West Bengal yet again, this time for its effort to spread education among children.

The report has found the early child care and education in Bengal the best in the country. The state has also received applause for ensuring children’s access to school, through the different schemes and implementation of Right to Education Act. This is reflected in the near-universal enrolment in primary education and the steady decrease in numbers of out-of-school children in the state.

The UNICEF report has found the Kanyashree scheme of the state government (ensuring financial benefit to the poor families if the girl child is allowed to study till 18 years of age) particularly beneficial.

“Globally, cash transfers, for example, have been shown to help children stay in school longer and advance to higher levels of education. In West Bengal, Kanyashree has not only ensured that many more girls stay in school and complete their education but also have save many children from early marriages,” the report said.

Speaking at the launch of the report, Dr Shashi Panja, minister of state for women and child welfare and social welfare, said, “We talk about children, we say they are our future but when it comes to budget allocation we do not do much. Thankfully in Bengal, the government has political will. We are glad that 90% of children in Bengal are enrolled in schools what we needed to ensure is retention and education till they are adults. Thankfully, Kanyashree scheme has done that.”

“Be it right to education or right to food the laws are in place we now need to ensure that everyone gets access to them,” Dr Panja said.

ইউনিসেফের রিপোর্ট অনুযায়ী শিশু সুরক্ষা ও শিশু শিক্ষায় সেরা বাংলা

আন্তর্জাতিক সংগঠন ইউনিসেফের রিপোর্টে শিশুশিক্ষায় প্রথম স্থান দেওয়া হল পশ্চিমবঙ্গকে। ‘দি স্টেট অব দি ওয়ার্ল্ড চিলড্রেন ২০১৬—এ ফেয়ার চান্স ফর এভরি চাইল্ড’ রিপোর্ট অনুযায়ী শিশুদের মধ্যে শিক্ষা ছড়িয়ে দেওয়ার এই প্রচেষ্টায় সফল পশ্চিমবঙ্গ।

রিপোর্টে অনুযায়ী, সর্বশিক্ষা অভিযান প্রকল্পের সঠিক রূপায়ণ এবং শিক্ষার অধিকার আইনের মাধ্যমে সব স্তরের শিশুদের মধ্যে প্রাথমিক ও উচ্চ প্রাথমিক শিক্ষা পৌঁছে দেওয়ার ক্ষেত্রে দেশের মধ্যে প্রথম স্থানে রয়েছে এ রাজ্য।

ভূয়সী প্রশংসা পেয়েছে মুখ্যমন্ত্রীর স্বপ্নের প্রকল্প কন্যাশ্রীও। বলা হয়েছে, আর্থিক অনুদানের ফলে শিশুকন্যাদের স্কুলশিক্ষা আরও বেশিদিন স্থায়ী হচ্ছে। তারা উচ্চশিক্ষার দিকে বেশি করে এগিয়ে যাচ্ছে। আরও বেশি বেশি করে মেয়েরা স্কুলে যাচ্ছে এবং বাল্যবিবাহের সংখ্যাও উল্লেখজনকভাবে কমে গিয়েছে। সবমিলিয়ে স্কুলে অন্তর্ভুক্তির হার প্রায় ১০০ শতাংশ ছুঁয়েছে। ড্রপ আউটের সংখ্যাও কমে গিয়েছে।

ডঃ শশী পাঁজা এদিন বলেন, আমরা শিশুদের সম্পর্কে কথা বলতে গিয়ে আমরা বলি তারা আমাদের ভবিষ্যৎ কিন্তু তাদের জন্য কোন বাজেট বরাদ্দ করা হয়। সৌভাগ্যক্রমে বাংলা  সরকারের রাজনৈতিক সদিচ্ছা রয়েছে এ ব্যাপারে।

আমরা আনন্দিত যে, বাংলায় ৯০% শিশু স্কুলে ভর্তি হয়েছে এবং তারা তাদের শিক্ষা সম্পূর্ণ করছে। কন্যাশ্রী প্রকল্পের মাধ্যমে এটি সম্ভব হয়েছে।

তিনি আরও বলেন, আমাদের নিশ্চিত করতে হবে যাতে সকলে শিক্ষার অধিকার ও খাদ্য সুরক্ষা পায়।
