Vice-Chancellor Rattan Lal Hangloo nominated to Aliah University’s Executive Council –A welcome step

It is reported that Professor Rattan Lal Hangloo, former Vice-Chancellor of the University of Kalyani and the current Vice-Chancellor of Allahabad Central University, has been nominated by the Government of West Bengal and Chancellor of Aliah University as a member of the Executive Council of Aliah University Kolkata. Prof Rattan Lal Hangloo is an eminent scholar, noted educationist and accomplished administrator. He has always been a great visionary and pursued very proactively educational advancement of marginalized people. It is certain that Aliah University will be greatly benefited by the guidance, administrative acumen and liberal and secular vision of Professor Hangloo.
Professor Rattan Lal Hangloo is an esteemed and much-admired name all around in West Bengal and beyond. During his tenure as the Vice-Chancellor, he changed the unknown rural-based Kalyani University into India’s 45th (Forty fifth) University in the country. Be it digitization, restoration of academic and examination calendar, online examination, Choice Based Credit System, ending physical payment of money or the distinguished Lecture series, Professor Rattan Lal Hangloo introduced it all even years before government of India thought about it. Professor Hangloo succeeded in weeding out all disruptive elements from Kalyani University campus and got several signed MoUs done between the University of Kalyani and several top Universities in the US, Canada, Germany, Poland, China etc for academic and infrastructure development.
This gave ample chances to students of rural Bengal to visit wider world in the West to benefit from knowledge. His vision, determination, honesty, very high level of integrity and dynamism catapulted the University of Kalyani to a position of excellence and eminence within a rather brief span of time. It is to be noted, however, that although he was working for University of Kalyani but his working has had very great impact for transformation of higher education in West Bengal. Because of his bold and innovative steps in academic reform he earned a great name in Bengal and he is looked up to as a model academic administrator, apart from being a great scholar in his own field.
As an enlightened, conscientious, noble-hearted humanist and educationist, Professor Rattan Lal Hangloo loves Bengal and Bengali culture. He is always committed to whatever responsibility he is entrusted with. Be it in South India or Kashmir, West Bengal or the North East, his boundless energy and knowledge, his relentless efforts and excellent administrative qualities give birth to hope and zealous self-belief amidst despair and degradation all around.
His vision and work have generated a lot of opportunities for the marginalized. He has a rare flash of brilliance and can offer fresh perspectives that can help thousands of students. Above all, he is an honest, upright and straightforward human being with a mission to uproot corruption from the domain of higher education.
Professor Rattan Lal Hangloo hails from Kashmir but has served this great country in various capacities and made significant contribution to higher education. He had been a member of the Academic Council of the United Nations System at Yale University, USA for two years for Asia and Africa. He served as the Chancellor’s nominee to Kashmir University for two terms. He headed the Chair of Indian Studies at Tbilisi University, Georgia and at University of West Indies.
He has been awarded several prestigious fellowships, which include: a Senior Fulbright Fellowship by United States of America, DAAD (Deutscher Akademischer Austausch Dienst) Fellowship by Germany, Visiting fellowship (twice) by Maison des Sciences del home (FMHS) of Paris, France. He acted also as visiting professors at various universities some of which include: University of Delaware (USA), University of Michigan (USA), Heidelberg University, Bamberg University and Berlin University in Germany, Ashkhabad University, Turkmenistan, Tbilisi State University Georgia and several other institutions and universities in India and abroad.
Professor Hangloo taught thousands of students who cherish and acknowledge his knowledge and capabilities, teaching and research skills and human touch. He guided dozens of scholars for M.Phil and Ph.D. at various Universities on important themes that pertain to various aspects of Indian history and polity, and these students are now serving in different states of India and abroad very efficiently and responsibly in a variety of positions.
He is presently the Vice-Chancellor of Allahabad central university wherein in he has initiated a number of academic and administrative steps to clean the University from decades old corruption and maladministration. He is considered a fearless and strict disciplinarian. Despite all difficulties he got washout of all hotels done in Allahabad Central University and made University free from criminal elements the first time in Allahabad Central University’s history.
Professor Rattan Lal Hangloo hails from Kashmir but has served this great country in various capacities and made significant contribution to higher education. He always believes that a University must have its autonomy or independence to formulate and implement policies to run its academic programmes and administrative activities. There should be no political interference from outside the campus regarding admission, curriculum, recruitment and such other issues.
The Vice-Chancellor should be given freedom in decision-making and implementing strategies with the help and co-operation of the various internal bodies of the University like the executive council, academic council and so on. According to him a University can never be successful and achieve academic excellence without autonomy that is so vital for the all-round development of a University. We feel sincerely and strongly that Professor Rattan Lal Hangloo will render exemplary service to Aliah University and it is a great opportunity for Aliah University to benefit from Professor Hangloo’s experience.
আলিয়া বিশ্ববিদ্যালয় রক্ষা করা আমাদের নাগরিক দায়িত্ব ফারুক আহমেদ
পশ্চিমবঙ্গের ঐতিহ্য ও গর্বের বিশ্ববিদ্যালয় গুলোর মধ্যে অন্যতম আলিয়া বিশ্ববিদ্যালয়কে অবরুদ্ধ করে রাখলে সংখ্যালঘু সমাজের বহু ছাত্র-ছাত্রী পিছিয়ে যাবে। এই শুভ বুদ্ধি কবে হবে আন্দোলনকারী সমাজবিরুদ্ধ কিছু ফেলটুমারা ছাত্রদের।
বাংলার বুদ্ধিজীবী মহল আন্দোলন কারীদের রুচি দেখে ছি ছি করছেন। সময়ে অসময়ে বিভিন্ন দাবিতে বছরের বিভিন্ন সময়ে আলিয়া বিশ্ববিদ্যালয় অবরুদ্ধ হওয়ার খবর শোনা যায়, কিন্তু পশ্চিমবঙ্গে আরও বিশ্ববিদ্যালয় আছে সেখানেও আন্দোলন হয় কিন্তু পঠনপাঠন বিঘ্নিত হওয়ার খবর বেশি পাওয়া যায় না। বাম জামানার অবশান হয়েছে। এবার এই সসব ফালতু বিষয় নিয়ে আন্দোলন দমন করতে দক্ষ প্রশাসক মাননীয় উপাচার্য ড. আবু তালেব খানকে কঠোর পদক্ষেপ নিতে হবে। এখন শিক্ষায় নব জোয়ার এসেছে। ছাত্র-ছাত্রিদের দাবি দাওয়া থাকতেই পারে কিন্তু পাশ না করতে পারা পড়ুয়াদের পাশ করিয়ে দিতে হবে তার জন্য মাননীয় উপচার্যকে ও শিক্ষাকদেরকে অপমান করে মারাধর করা ধাক্কা দেওয়া মেনে নেওয়া যায় না। এর প্রতিকার করতেই হবে। অপরাধীদের চিহ্নিত করে প্রশাসন এর হাতে তুলে দিতে হবে। আন্দোলনকারীদের সীমাবদ্ধতা থাকা উচিত, সামান্য বিষয়ে বারবার বিশ্ববিদ্যালয় বন্ধ করা অনভিপ্রেত। বাংলার বুদ্ধিজীবী মানুষ আন্দোলনকে মান্যতা দেয়, কিন্তু পঠনপাঠন বন্ধ থাকুক এটা কোনও মতেই বরদাস্ত করা যায় না এবং বরদাস্ত করা উচিতও নয়। দাবি থাকতেই পারে কিন্তু বারবার ক্ষমতা প্রদর্শন করার জন্য আলিয়া বিশ্ববিদ্যালয়ের রুপকার মাননীয় উপচার্য ড. আবু তালেব খান মহাশয়কে কাজে বাধা দেওয়া এবং চরম অপমান করে বিশ্ববিদ্যালয়ে ঢুকতে না দেওয়া এটা বড় অন্যায়।
প্রশাসনিক আধিকারিক,অধ্যাপক থেকে শিক্ষার্থীদের বিশ্ববিদ্যালয়ে ঢুকতে দেওয়া হবেনা সংখ্যালঘুদের একমাত্র শিক্ষা ভূমিতে এ আন্দোলন বরদাস্ত করা হবে না। কোনও মতেই উচিত নয় আপোষ করা। এর প্রতিকারে সরকার, প্রশাসন ও বিশ্ববিদ্যালয়ের কতৃপক্ষকে কড়া হাতে দমন করতে হবে। বাংলার বুদ্ধিজীবী মহল মমতা বন্দ্যোপাধ্যায়কে প্রশংসা জানিয়ে বলেন, অালিয়া বিশ্ববিদ্যালয়কে এত সুন্দর রুপে গড়ে তোলার জন্য তাঁর প্রচেষ্টা অনবদ্য। তাঁরা মুখ্যমন্ত্রীর কাছে আবেদন রেখেছেন, এ আন্দোলনকে কড়া হাতে দমন করার জন্য তিনি সঠিক উদ্যোগ নেবেন। প্রয়োজনে এবিষয়ে নতুন আইন তৈরি করে একটা বার্তা তিনি দেবেন এই আশা আমরা রাখি।
রাজ্যের মাননীয় উচ্চশিক্ষা মন্ত্রী পার্থ চট্টোপাধ্যায় ছাত্র ভর্তি নিয়ে এবার কড়া পদক্ষেপ নিয়েছেন। রাজ্যের প্রতি জেলায় বিশ্ববিদ্যালয় গড়ে তুলতে তিনি বিশেষ উদ্যোগ নিয়েছেন যা আমাদের প্রাণিত করে।
বাংলার বুদ্ধিজীবী থেকে শুরু করে সর্বস্তরের মানুষ আলিয়া বিশ্ববিদ্যালয় এর এই নোংরা আন্দোলনের তীব্র নিন্দা করেছেন। আলিয়া বিশ্ববিদ্যালয়কে এত উন্নত মানের করে গড়ে তোলার জন্য মাননীয় উপাচর্য ড. আবু তালেব খান মহাশয়ের অফুরন্ত অবদান যা অনস্বীকার্য। কিছু উস্কানি প্রদানকারী রাজনেতিক ব্যক্তি ও বিশেষ সুবিদা নেওয়া সার্থপরগন পরক্ষ ইন্ধনে ছাত্রছাত্রীরা নিজেদের ভবিষ্যতকে নষ্টের দিকে ঠেলে দিচ্ছে, এটা কোনও মতেই মেনে নেওয়া যায় না। এই অসভ্য আচারব্যবহার কাম্য নয়। আমরা তাদের সঠিক পথে এবং পঠনপাঠন অব্যাহত রেখে আলোচনার মাধ্যমে সমস্যা সমাধানের আবেদন রাখছি।
আমার শিক্ষক আলিয়া বিশ্ববিদ্যালয় এর ইংরাজি বিভাগের প্রফেসর আমজাদ হোসেন এর কাছে শুনছিলাম আসাম, মুশির্দাবাদ ও বিভিন্ন জেলার মেধাবী ছাত্র-ছাত্রীরা আলিয়া বিশ্ববিদ্যালয়ে ভর্তি হয়ে এই নোংরা আন্দোলন দেখে অবাক হয়েছে। কিছু ছাত্র দলের নামে খামখোর নেতা হয়ে উঠছেন দিন দিন। বিশ্ববিদ্যালয় এর বহু ছাত্র-ছাত্রী নেট দিয়ে জেআরএফসহ দেশ ও বিদেশে গবেষণা করছেন। প্রতিযোগিতার বাজারে সফল হহয়ে চাকরি করছেন। কলেজ সার্ভিস কমিশন এর মাধ্যমেও চাকরি পেয়েছেন বহু ছাত্র-ছাত্রী। এক কথায় উচ্চ শিক্ষায় বিভিন্ন বিশ্ববিদ্যালয় এর মধ্যে আলিয়া বিশ্ববিদ্যালয় একটি সফল ও আদর্শ বিশ্ববিদ্যালয় হয়ে উঠতে অনেকটাই সফল হয়েছে। পিছিয়ে পড়া সমাজের শিক্ষা প্রসারে আলিয়া বিশ্ববিদ্যালয় একটি আবেগ ও ভালবাসার জায়গা। এই বিশ্ববিদ্যালয় কখনই বিপদে চালিত হতে পারে না। আমরা আমাদের পরম ভালবাসায় গড়ে তোলা আলিয়া বিশ্ববিদ্যালয়কে রক্ষা করবই।
অগ্নিশপথ নিয়ে আমাদেরকে এগিয়ে যেতে হবে সামনে আরও সামনে। আসুন আলিয়া বিশ্ববিদ্যালয়ে শিক্ষার পরিবেশ ফিরিয়ে আনতে আমিও আওয়াজ তুললাম। আপনিও আওয়াজ তুলুন। বিশ্ববিদ্যালয়কে রক্ষা করা আমাদের নৈতিক দায়িত্ব। আলিয়া বিশ্ববিদ্যালয়ে চ্যান্সেলর এর প্রতিনিধি হয়ে এসেছেন আর এক দক্ষ প্রশাসক, কল্যাণী বিশ্ববিদ্যালয় এর প্রাক্তন উপাচার্য, বর্তমানে এলাহাবাদ সেন্ট্রাল বিশ্ববিদ্যালয়ের তিনি উপাচার্য রতন লাল হাংলু। তাঁর সাহায্য ও সহযোগিতায় আলিয়া বিশ্ববিদ্যালয় আগামীতে আরও ভালো জায়গায় যাবে এই আশা আমাদের।
ইসলামী থিওলজির কয়েটি ছাত্র-ছাত্রীও প্রয়োচনায় পা দিয়ে বৃথা আন্দোলনে মেতে উঠেছে। ইসলামী থিওলজি বিভাগকে মূল স্রোতে ফিরিয়ে আনতে মাননীয় উপাচার্য প্রফেসর ড. আবু তালেব খান বিশেষ উদ্যোগ নিয়েছিলেন। ইউজিসির অনুমোদন নিলেন যার ফলে ইসলামী থিওলজির ছাত্র-ছাত্রীদের বিএড ও গবেষণারর সুযোগ এসে গেল। বিশ্ববিদ্যালয়ে বিএড ও নার্সিং বিভাগও শুরু করলেন উপাচার্য মহাশয়।
