Khadya Sathi – Benefiting 8.5 crore people in Bengal

Under the inspiring leadership of Chief Minister Mamata Banerjee, the Bengal Government has been providing a lot of benefits to the common people. Among the most far-reaching schemes is the foodgrains distribution scheme for almost eight-and-a-half crore people, Khadya Sathi.

Chief features and benefits of Khadya Sathi:

  • As of now, reaches 8.46 crore people, all of whom have been provided digital ration cards.
  • Another 25 digital ration cards are currently being distributed.
  • Four categories of beneficiaries: Antyodaya Anna Yojana (AAY), Specially Benefitted Families, Rajya Khadya Suraksha Yojana-1 (RSKY-1) and Rajya Khadya Suraksha Yojana-2 (RKSY-2), getting, respectively, 15 kg of rice and 20 kg of wheat per family (both at Rs 2 per kg), 2 kg of rice and 3 kg of wheat per head (both at Rs 2 per kg), 2 kg of rice and 3 kg of wheat per head (both at Rs 2 per kg), and 1 kg of rice and 1 kg of wheat per head (at Rs 13 per kg and Rs 9 per kg, respectively), on a monthly basis
  • In additions to the above categories of people, those living in tea gardens are getting 35 kg of foodgrains at Rs 2 per kg on a monthly basis.
  • Farmers who unwillingly surrendered their land in the Singur incident, families affected by Cyclone Aila and the beneficiaries of Jangalmahal are receiving additional foodgrains.
  • Members of the Toto tribe (in north Bengal) are being given foodgrains free of cost
  • With the purpose of providing nutrition, the Government is supplying fortified atta at a subsidised rate, instead of wheat.
  • To combat malnutrition, free-of-cost rice, wheat and Bengal gram (chola) are being provided to approximately 4,500 acutely malnourished children, every year.
  • Till date, 20.5 lakh metric tonnes (LMT) of paddy have been procured in the 2017-18 kharif marketing season (KMS).
  • The storage capacities have been increased from 62,000 metric tonnes (MT) to 6.1 LMT in the last five years. A project for further enhancing the storage capacity by 3.4 LMT has been taken up.
  • Fair price shops have been constructed in 126 tea geardens.
  • The work for constructing 43 office buildings at the district level and subdivisional levels, and the rationing areas, has been wrapped up.
  • Apart from Kolkata Central Laboratory, 15 laboratories in 15 districts and six other regional laboratories (in Medinipur, Bardhaman, Krishnanagar, Malda, Suri and Siliguri) are being constructed.
  • For the 2017-18 KMS, the State Government is procuring paddy at a minimum support price (MSP) of Rs 1,550 per quintal. Farmers will get an incentive of Rs 20 per quintal if they sell their paddy at the notified Central Procurement Centres.
  • There are no incidents of distress selling by farmers.

 

Card-related services

For any card-related service, either of the seven (numbered III to IX) forms of U type or R type (for municipal areas and panchayat areas, respectively) have to be submitted to the concerned food inspector.

The forms are as follows:

  • III – For inclusion of a family in the list of beneficiaries entitled to received foodgrains at a subsidised rate
  • IV – For inclusion of a new family member
  • V – For correction of name and/or address
  • VI – For changing dealer
  • VII – For cancellation of card
  • VIII – Request to shift from RSKY-2 to RKSY-1 (for those who previously held a BPL/AAY card)
  • IX – Duplicate card (in case of loss or damage)

In the case of death of family members, Form VII needs to be submitted, along with the death certificate, for cancelling the card.
