LIMA, PERU (September 25, 2019) — Panam Sports, in pursuit of its commitment to protecting the clean athlete and to drug-free sport, instituted a robust Anti-Doping Program for the Lima 2019 Pan American Games which included the collection of 1,843 Urine (1348 In Competition + 495 Out of Competition) and 252 Blood samples which were analyzed by the WADA-approved Montreal Laboratory. From these samples, 15 Adverse Analytical Findings (AAFs) have been reported and have been subjected to the results management procedures and protocols as prescribed in the Anti-Doping Regulations (ADRs) of Panam Sports.

Of the 15 AAFs, we have concluded the process for seven cases which resulted in the athletes being disqualified from the Games as well as their medals and performances forfeited and removed. Hearings for five cases have been scheduled for October 3 and 4, 2019 while the results of three cases are yet to be determined following analyses of B samples as requested by the affected athletes. It should be noted that in one of the cases already concluded, the athlete has appealed their disqualification to the Court of Arbitration for Sport (CAS).

It should be further noted that the results management process has been lengthy as we have ensured that the athletes rights have been fully respected, especially in relation to confidentiality. The relevant International Federations, WADA and the National Anti-Doping Organizations of the athletes’ countries have been notified. 

Panam Sports will continue to promote drug-free sports through its 41 member NOCs and  assist in strengthening the educational programs for athletes, coaches and other officials to ensure that clean athletes and clean performances are fully protected. 

The relevant information on the cases that have been completed so far is the following:

Athlete: Audry Joel Perez 
Country: DOM 
Sport: Baseball 
Substance: Oxandrolone
As the athlete participated in a team sport and therefore, he did not obtain any individual results, there were no consequences for the Dominican baseball team, in view of the fact that according to article 11.2 of the Panam Sports Anti-Doping Rules, for a team to be disqualified, more than two of its members should have been found to have committed a violation to these Rules.  

Athlete: Kacio Fonseca da Silva 
Country: BRA
Sport: Cycling
Substance: LGD – 4033
The athlete’s participation in the Lima 2019 Pan American Games was void. Therefore, the Brazilian team lost the bronze medal that it won in the men’s team sprint event. 

Athlete: Osvaldo Manuel Abreu 
Country:  DOM
Sport:  Baseball
Substance: Clenbuterol
As the athlete participated in a team sport and therefore, he did not obtain any individual results, there were no consequences for the Dominican baseball team, in view of the fact that according to article 11.2 of the Panam Sports Anti-Doping Rules, for a team to be disqualified, more than two of its members should have been found to have committed a violation to these Rules.  

Athlete:  Brian Cesar Paredes Vergara 
Country: PER
Sport:  Handball
Substance:  Boldenone
As the athlete participated in a team sport and therefore, he did not obtain any individual results, there were no consequences for the Peruvian handball team, in view of the fact that according to article 11.2 of the Panam Sports Anti-Doping Rules, for a team to be disqualified, more than two of its members should have been found to have committed a violation to these Rules.  

Athlete: Jean Francisco Pérez Faure 
Country:  PUR
Sport:  Bowling
Substance:  Chlorthalidone
The athlete’s participation in the men’s doubles event of the sport of bowling in the Lima 2019 Pan American Games was void and therefore, the Puerto Rican team lost the gold medal that it won in this event. 

Athlete: Rafaela Silva 
Country:  BRA
Sport:  Judo
Substance: Fenoterol
The athlete’s participation in the Lima 2019 Pan American Games was void and therefore, the athlete lost the gold medal that she won in the -57 kg event of the sport of judo. 

Athlete: Narlyn Tathiana Mosquera Cordoba 
Country: COL
Sport:  Basketball
Substance:  Oxandrolone, Stanozolol
As the athlete participated in a team sport and therefore, she did not obtain any individual results, there were no consequences for the Colombian basketball team, in view of the fact that according to article 11.2 of the Panam Sports Anti-Doping Rules, for a team to be disqualified, more than two of its members should have been found to have committed a violation to these Rules.
