Bengal Govt creating policy for comprehensive telecom coverage

The Bengal Information Technology and Electronics (IT&E) Department has started preparations for coverage of telecom services in the farthest corners of the state.

Around 263 administrative units/villages in the nine districts of Alipurduar, Jalpaiguri, Kalimpong, Uttar and Dakshin Dinajpur, Murshidabad, Nadia, Paschim Medinipur and Jhargram are left to be covered. Not just the inhabitants, but tourists to these regions also suffer because of poor telecom connectivity.

A right-of-way policy and an incentive framework along with a uniform fee structure are being prepared by the IT&E Department officials, in discussion with telecom operators.

Other things being considered are a single-window approval mechanism, the holding of regular meetings with the district committees and quarterly review meetings.

On the equipment front, officials are looking at environment-friendly solutions like using solar power to charge tower transmission equipment.

রাজ্যের প্রতিটি কোনে টেলিকম পরিষেবা পৌঁছে দেওয়ার পদক্ষেপ নিয়েছে রাজ্য তথ্য প্রযুক্তি ও ইলেকট্রনিক্স দপ্তর। আলিপুরদুয়ার, জলপাইগুড়ি, কালিম্পং, উত্তর ও দক্ষিণ দিনাজপুর, মুর্শিদাবাদ, নদীয়া ও পশ্চিম মেদিনীপুর জেলায় আনুমানিক ২৬৩টি প্রশাসনিক কেন্দ্র/গ্রাম আছে যেখানে মোবাইল বা ইন্টারনেট পরিষেবা নেই। এর ফলে ক্ষতিগ্রস্ত হচ্ছে সরকারি কাজ। এখানে বেড়াতে আসা পর্যটকরাও অসুবিধার সম্মুখীন হন।

এই দীর্ঘ দিনের অভিযোগের কথা মাথায় রেখে মঙ্গলবার অতিরিক্ত মুখ্য সচিব দেবাশিস সেনের নেতৃত্বে রাজ্য তথ্য প্রযুক্তি ও ইলেকট্রনিক্স দপ্তর ও টেলিকম পরিষেবা প্রদানকারীদের মধ্যে বৈঠক হয়। আগামী বৈঠক হবে চলতি মাসের ২৪ তারিখ।

এ ব্যাপারে কি কি পদক্ষেপ নেওয়া উচিত ও ইউনিফর্ম ফি স্ট্রাকচার নিয়েও আলোচনা হয়। রাজ্য তথ্য প্রযুক্তি ও ইলেকট্রনিক্স দপ্তরের কর্তারা প্রস্তাব দিয়েছেন লিথিয়াম ব্যাটারির সঙ্গে সৌরবিদ্যুৎ দিয়ে ডিসি আউটপুট সোজাসুজি টাওয়ার ট্রান্সমিশন যন্ত্রে দিলে এই সমস্যার সমাধান হবে।
