Well, not everything is good about any government, but if 70-80% time you are getting expected development, then yes it is a functioning government.

If we see the Oil and LPG cost globally till march end, it shows India in the middle of the rates not too high, not too low. HONGKONG clocked 218 rupees per liter on petrol, the highest in the world. With Sweeden Diesel price rocks with 204 rupees a liter and for 1 litter of LPG it is 106 rupees. If you consider India, LPG is Rupees 65.75 per litter, Petrol at 107.87 per litter, and of diesel 90.50 rupees a little.
The global ranking of India in petrol price is 91 out of 170 country data. For Diesel, 82 out of 169 country data finally in LPG ranked 22 out of 55 countries.

The stature of Modi as a global leader has touched a zenith hence, left-liberals will not seat ideal and their “Tukre Tukre” theory will again show the venom against India.
So People of India must make an informed decision about the country not just based on political propaganda of any side.
