Rajnath Singh Approves Major Expansion of Financial Powers for Defence Commanders; Boost to Indigenous Procurement and Operational Readiness
New Delhi, June 4, 2026: In a significant move aimed at strengthening India’s military preparedness and accelerating defence modernisation, Defence Minister Rajnath Singh has approved a comprehensive revision of the financial powers delegated to the Armed Forces. The revised framework substantially enhances the spending authority of field commanders, with financial limits increased by up to 100 percent and, in certain categories, more than doubled.
The Ministry of Defence stated that the revised delegation of financial powers is expected to improve operational efficiency, expedite procurement processes, and ensure the timely execution of critical projects across the Army, Navy, and Air Force.
One of the key highlights of the reform is the doubling of financial powers related to indigenisation and Research & Development (R&D) within the defence ecosystem. The move is expected to provide a major boost to the Government’s Aatmanirbhar Bharat vision by encouraging greater reliance on domestic defence manufacturing and reducing dependence on foreign Original Equipment Manufacturers (OEMs).
According to the Ministry, the revised powers will facilitate defence procurement worth more than ₹1.25 lakh crore through the revenue route, based on the current financial year’s budgetary allocations.
The government has also significantly enhanced the special financial powers available to Army, Air Force, and Naval commanders for meeting urgent operational requirements. The overall financial ceiling for emergency and mission-critical purchases has been doubled, enabling faster decision-making and quicker deployment of resources when required.
In another important reform, new provisions have been introduced to promote Joint-Service Procurement, allowing a designated Lead Service to undertake procurement activities on behalf of multiple services with higher delegated authority. The Ministry believes this will improve inter-service coordination, eliminate duplication, and achieve greater efficiency in defence acquisitions.
To further decentralise procurement, several new Competent Financial Authorities have been created, empowering lower formations and establishments to independently procure goods and services within defined limits. Officials expect this measure to reduce procedural delays and enhance responsiveness at operational levels.
The last major revision of financial powers was notified in 2021. Defence officials noted that the latest update became necessary due to expanding force requirements, rising operational expenditure, and increased budgetary allocations over the past five years.
The revised financial delegation framework, combined with the updated Defence Procurement Manual issued in October 2025, is expected to accelerate defence acquisitions, strengthen logistics support, and ensure faster availability of equipment and services required by the Armed Forces.
The revised delegation document was released in New Delhi in the presence of senior defence leadership, including Chief of Defence Staff General NS Raja Subramani, Chief of the Army Staff General Upendra Dwivedi, Chief of the Naval Staff Admiral Krishna Swaminathan, Defence Secretary Rajesh Kumar Singh, and other senior officials from the Ministry of Defence.
The decision is being viewed as a major step toward enhancing operational flexibility, strengthening indigenous defence capabilities, and ensuring that India’s Armed Forces can respond more effectively to evolving security challenges.
