Government constantly reviews the security scenario and, accordingly, decides to induct appropriate defence equipment / technology to keep the Armed Forces in a state of readiness and equipped with modern weapon / protection systems.
Acceptance of Necessities (AoNs) have been accorded for procurement of essential quantities of Assault Rifles through Fast Track Procedure (FTP) under ‘Buy (Global)’ category.
The Capital Procurement proposals of the Armed Forces are progressed in terms of the extant Defence Procurement Procedure (DPP), which, inter alia, lays down timelines for various stages of the procurement process and all efforts are made to adhere to these laid down timelines.

Indigenous Defence Products
‘Make in India’ in defence sector, is primarily driven by capital acquisition of defence equipment and other policy measures. In the last four financial years i.e. from 2014-15 to 2017-18, Government has accorded Acceptance of Necessity (AoN) to151 proposals, worth Rs. 2,66,700 Crore approximately under ‘Buy (Indian-IDDM)’, ‘Buy (Indian)’, ‘Buy and Make (Indian)’ or ‘Make’ categories of capital procurement as per Defence Procurement Procedure (DPP), which means Request for Proposal (RFP) shall be issued only to Indian Vendors. In the last four financial years i.e. from 2014-15 to 2017-18, 128 contracts worth about Rs. 1,19,000 Crore have been signed with Indian vendors for capital procurement of defence equipment.

With the objective to facilitate participation of Indian industry in design, development and manufacture of defence products, Government has notified a separate procedure for ‘Make-II’ sub-category of ‘Make’ procedure in February 2018, wherein a number of industry friendly provisions such as relaxation of eligibility criterion, minimal documentation, provision for considering proposals suggested Suo-moto, by industry / individual etc., have been introduced. So far, 26 Proposals have been accorded ‘Approval in Principle’ (AIP) under ‘Make-II’ sub category, out of which 06 Proposals have been accorded Acceptance of Necessity (AoN).

‘Make in India’ in defence sector, which is primarily driven by capital acquisition of defence equipment and other policy measures, has been introduced in all major areas of defence such as combat vehicles, combat aircrafts, warships, weapons, ammunitions, missiles, radars, electronic warfare systems etc.

In the last three ﬁnancial years (2015-16 to 2017-18), 58 contracts worth about Rs 1,17,656 Crore were signed with foreign vendors for procurement of defence capital equipment for Defence Forces.
At present, there is no proposal to close Ordnance Factories or Defence Public Sector Units functioning under the administrative control of Department of Defence Production.
