Healthcare must be provided at affordable cost: Mamata Banerjee
Chief Minister of Bengal Mamata Banerjee today met with the representatives of private hospitals and nursing homes at Town Hall to take stock of the functioning of the functioning of these hospitals.
In the meeting, the Chief Minister said, “There are some complaints against private hospitals, but people should not take law in their own hands.”
The Chief Minister highlighted several achievements of the state government in improving the medical facilities in State. She said, “27000 beds have been increased in the government hospitals in the last few years. Four lakh people have been registered under the Swastha Sathi programme and government hospitals have also started e-prescriptions.”
The Chief Minister also mentioned, “The people choose which hospital they will get treated in. Bengal is the gateway to North East India, Bangladesh and Nepal from where people also come here for treatment. Patients trust the hospitals with their lives, they must be treated humanely. The treatment must be provided with ease and simplicity. This is a social responsibility.”
She suggested to the private hospitals that they must maintain e-records of patients. The Chief Minister also mentioned that the Government will bring in an amendment to the West Bengal Clinical Act in the upcoming session of the Assembly.
She ended the meeting stating that the government will set up West Bengal Health Regulatory Commission headed by a former judge for monitoring private hospitals.
সহজ-সরল-সুলভ খরচে স্বাস্থ্য পরিষেবা দিতে হবেঃ মুখ্যমন্ত্রী
আজ বেসরকারি হাসপাতাল ও নার্সিংহোম গুলির সঙ্গে টাউন হলে বৈঠক করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তিনি বলেন, “কিছু কিছু বেসরকারি হাসপাতালের নামে অভিযোগ আসছে। কিন্তু তাই বলে আইন নিজের হাতে তুলে নেওয়া যায় না”।
মুখ্যমন্ত্রী জানান, গত ৫ বছরে রাজ্যের স্বাস্থ্য পরিকাঠামো অনেক উন্নত হয়েছে। হাসপাতালে বেডের সংখ্যা ২৭০০০ বাড়ানো হয়েছে। স্বাস্থ্য সাথী প্রকল্পের আওতায় ৪ লক্ষ মানুষ রয়েছেন। সরকারি হাসপাতালে ই-প্রেসক্রিপশন চালু করা হয়েছে।”
এদিন মুখ্যমন্ত্রী বলেন, “মানুষ কোথায় চিকি९সা করাবেন সেটা তাদের স্বাধীনতা। বাংলা উত্তর-পূর্ব ভারতের গেটওয়ে, বাংলাদেশ ও নেপাল থেকেও অনেক মানুষ এখানে আসেন চিকি९সার জন্য। মানুষ হাসপাতালগুলিকে বিশ্বাস করে। তাদের সঙ্গে মানবিক আচরণ করা উচিত। মানুষকে স্বাস্থ্য পরিষেবা সহজ-সরল-সুলভে দিতে হবে। এটাও একটা সামাজিক দায়িত্ব”।
তিনি আরও বলেন, “দিল্লি ও মুম্বাইয়ের জীবনযাত্রার মান কলকাতার থেকে অনেক বেশি তাই ওখানকার খরচের সাথে কলকাতার খরচ তুলনা করা যায় না।”
তিনি বলেন, কোনও হাসপাতাল থেকে এমারজেন্সি রোগীকে ফিরিয়ে দেওয়া উচিত না।
হাসপাতালগুলিকে ‘বাজেট সেকশন’ চালু করার প্রস্তাব দেন মুখ্যমন্ত্রী যেখানে সাধারণ মানুষ সুলভে স্বাস্থ্য পরিষেবা পেতে পারবেন।
মুখ্যমন্ত্রী বলেন “সরকারি ও বেসরকারি হাসপাতাল একে অপরের পরিপূরক। বর্তমানে শিশু মৃত্যুর হার ৩২ থেকে কমে হয়েছে ২৬। মা ও শিশুদের সুরক্ষাই আমদের লক্ষ্য। রোগীদের সাথে মানবিক আচরণ করতে হবে। কিন্তু হাসপাতালে কোনরকম অশান্তি আমরা সমর্থন করি না। হাসপাতাল মানুষের সেবার জায়গা। হাসপাতালগুলির উচিত রোগীদের ই-রেকর্ড রাখা”।
বৈঠক শেষে মুখ্যমন্ত্রী জানান, ওয়েস্ট বেঙ্গল ক্লিনিকাল অ্যাক্ট এমেন্ড করা হবে এবং করব বেসরকারি হাসপাতালেগুলিকে মনিটর করতে একটি West Bengal Health Regulatory Commission গঠন করা হবে।
