Scheme for Residential Education for Students in High Schools in Targeted Areas (SHRESHTA)
2,564 Scheduled Castes students admitted in CBSE/State Boards affiliated 142 Private Residential Schools for academic session 2023-24

Ministry of Social Justice & Empowerment implements the Central Sector Scheme namely the Scheme for Residential Education for Students in High Schools in Targeted Areas (SHRESHTA).
The objective of SHRESHTA is to enhance the reach of development Intervention of the Government and to fill the gap in service-deficient SCs dominant areas, in the sector of education through the efforts of grant-in-aid institutions (run by NGOs) and residential high schools offering high-quality education and to provide an environment for socio-economic upliftment and overall development of the Scheduled Castes (SCs). The Scheme is further modified to provide easier access to the meritorious SC students in the best schools in the Country for their Educational and Holistic Development, thereby securing their future opportunities.
The scheme is being implemented in two Modes :
Mode 1: SHRESHTA schools
(Best CBSE/State Board affiliated Private Residential Schools)
Under this, each year a specified number of meritorious SC students in States/UTs will be selected through the National Entrance Test for SHRESHTA (NETS) to be conducted by the National Testing Agency (NTA) and admitted in the best private residential schools affiliated by CBSE/State Boards in classes 9th and 11th for completion of education till 12th standard.
Selection of schools: Best performing private residential schools, having more than 75% pass percentage for classes 10 and 12 for the last three years are selected by a committee for admission of selected students.
Selection of students: Approx 3000 ( 1500 for 9th class and 1500 for class 11th tentative) SC students, whose parents’ annual income is upto 2.5 lakh, are selected every year under the Scheme through a national-level test conducted by the National Testing Agency (NTA), choices of schools shall be offered to the students in accordance with their merit.
The total fee for the student covering the school fee (including tuition fees) and hostel fee (including mess charges) would be borne by the Department. Admissible fees under the Scheme for each class are Rs.1,00,000, 1,10,000, 1,25,000, and 1,35,000 from classes 9th to 12th respectively.
Provisions have been incorporated for a bridge course in the selected schools for students selected under the Scheme, outside-the-school-hours after identifying the individual academic requirements. The bridge course will target enhancing the capability of the student to easily adapt to the environment of the school. The cost of the bridge course i.e. 10% of the annual fee shall also be borne by the Department.
The progress of the students would be monitored by the Ministry from time to time.
Mode2: NGO/VO operated Schools/Hostels (EXISTING COMPONENT)
(Guidelines hereinafter applicable only for Mode 2 of the Scheme)
Schools/Hostels run by VOs/NGOs and other organizations having higher classes (upto class 12) and who have been receiving Grant-in-aid will be continued, subject to satisfactory performance.
The grants under the Scheme will be provided for School fees and residential charges for the SC admitted in the schools with a condition that if other than those are admitted, the school shall be allowed to collect the fee from such students. The grant per SC student shall be 44,000 per student for primary residential school, 27000 per student for primary non-residential school, 30,000 per student for primary hostel, 55,000 per student for secondary residential school, 35,000 per student for secondary non-residential school and 30,000 per student for secondary hostel.
MONITORING
All institutions shall proactively disclose the performance on their website and also on the e-Anudaan/ online portal.
A real-time Data Management Information System (MIS) for the collection and dissemination of the progress of the scheme will be put in place for better reporting on output outcome indicators.
In every institution shall install closed circuit cameras from where live feed shall be available.
All the institutions are liable for a field visit by an inspection team constituted for this purpose.
Expenditure under the Scheme for Residential Education for Students in High Schools in Targeted Areas (SHRESHTA) from 2020-21 to 2023-24
- During 2020-21, BE was Rs.100.00 cr., expenditure was Rs. 56.05 cr. and no. of beneficiaries was 38,250.
- During 2021-22, BE was Rs.200.00 cr., expenditure was Rs. 38.05 cr. and no. of beneficiaries was 20,435.
- During 2022-23, BE was Rs.89.00 cr., expenditure was Rs. 51.12 cr. and no. of beneficiaries was 16,479.
- During 2023-24, BE is Rs.104.65.00 cr., expenditure is Rs. 51.57 cr. and no. of beneficiaries is 7,543 (as of 10.12.2023).
Under this scheme, a total of 2,564 students were admitted to 142 Private Residential Schools affiliated with CBSE/State Boards for academic session 2023-24 and a school fee of an amount of Rs. 30.55 Crore has been reimbursed by this Department.
