Historic First-ever Memorandum of Understanding Signing between Saratov State L.V. Sobinov Conservatoire and Musicea Arts and Culture Council
India’s Western music education landscape marked a defining milestone with the signing of a historic first-ever Memorandum of Understanding (MoU) between the Saratov State L.V. Sobinov Conservatoire, a Government University under the Ministry of Culture, Government of the Russian Federation, and the Musicea Arts and Culture Council (India) at Russian House, Kolkata, on 19th January 2026.
This landmark academic affiliation and cultural collaboration established a new global academic pathway for Indian students and educators, creating direct access to internationally recognised Western music education, structured qualifications, and higher academic progression—aligned with global best practices and contemporary educational needs.
It was the first collaboration of its kind between a Russian Government University of Music and an Indian music education body, positioning India firmly within the global ecosystem of formal Western music education through sovereign, future-ready partnerships.
A Visionary Initiative for a New Era
The initiative was led by Maestro Surendranath Majumdar, Director of Musicea Arts and Culture Council, whose long-standing vision had been to build a transparent, outcome-driven, and globally credible framework for Western music education in India—one that responded to India’s aspirations as a modern cultural and educational leader.
Under his guidance, Musicea steadily worked towards creating structured academic pathways that went beyond legacy examination models, focusing instead on pedagogy, performance standards, faculty development, and international academic mobility.
Strengthening India–Russia Cultural and Educational Ties
The MoU signing ceremony took place in the presence of distinguished dignitaries from India and the Russian Federation, underscoring the growing strength of India–Russia relations in culture and education. The collaboration reflected shared values of artistic excellence, academic integrity, and cultural exchange.
The entire initiative was facilitated by Ms. Ekaterina P. Tyurina, Deputy Consul General of the Russian Federation in Kolkata, who played a pivotal role in bringing this MoU to fruition. The Memorandum of Understanding was formally signed by Maestro Surendranath Majumdar, Director of Musicea Arts and Culture Council.

Celebration Concert at Rotary Sadan
To commemorate this historic achievement, a Celebration Concert was held on the same day at Rotary Sadan, Kolkata, showcasing the artistic and academic outcomes envisioned through this collaboration.
Distinction candidates of Musicea Arts and Culture Council performed Western classical repertoire on piano and violin, reflecting international standards of training and performance.
The Indian music segment celebrated timeless works by Rabindranath Tagore and R.D. Burman, highlighting the integration of global education with India’s rich musical heritage.
Special commemorative performances honoured the 100th birth anniversary of Maestro Salil Chowdhury and 150 years of “Vande Mataram”, reinforcing the national and cultural significance of the occasion.
Music teachers from different states of India attended the concert, where they were felicitated with Awards and Recognition for their contribution to music education, symbolising the nationwide impact of this collaboration.
A National Step Forward
With this historic affiliation, Musicea Arts and Culture Council strengthened its role as India’s Global Voice for Music Education and Qualifications, offering a progressive, internationally aligned alternative for Western music education—designed in India, for the world.
This milestone represented not just an institutional collaboration but a confident step towards shaping India’s long-term future in global music education through partnerships founded on equality, excellence, and cultural respect.
