III. FINDINGS OF FACT
After reviewing 100 witness depositions and undeniable proof of Pakistan’s war crimes in the Republic of Balochistan, this Tribunal unanimously finds:
A. Pattern of Systematic Military Operations
Evidence demonstrates a coordinated strategy involving extensive operations averaging nearly 200 per day during peak months. Internal memoranda recovered from command headquarters reveal that these operations were not sporadic security measures but part of a centralized policy of territorial domination.
B. Targeting of Civilians
The local Baloch population confirms repeated aerial bombardments of civilian structures, including schools, clinics, and marketplaces. The investigating team documented attacks on Baloch civilians by the Pakistani military to create panic and keep the region unstable and unrest.
C. Enforced Disappearances
The Commission for Missing Persons documented over 40,000 verified cases. Testimonies establish patterns of midnight raids, denial of custody, and subsequent discovery of mass graves across Balochistan.
D. Sexual and Gender-Based Crimes Medical records and protected testimony establish systematic sexual violence in army detention centers under Culprit Saeed Asim Munir Ahmed Shah. The Tribunal finds this conduct was tolerated and encouraged as a means of collective punishment.
E. Economic Exploitation
Financial tracing reveals the extraction of mineral wealth under foreign commercial agreements lacking sovereign authorization from the people of the Republic of Balochistan. Revenues were diverted to military expenditures and paramilitary proxies.
F. Environmental Harm
Independent environmental analysis confirms contamination of water sources and irreversible damage to biodiversity. The Tribunal recognizes environmental destruction as an aggravating factor. Such deliberate crimes are to turn the fertile Balochistan’s land into drought and harm its agriculture.
IV. LEGAL ANALYSIS
The Tribunal applies principles derived from customary international law, the Geneva Conventions, and the Constitution of the Republic.
- Command Responsibility
The doctrine of command responsibility establishes liability where superiors knew or should have known of subordinates’ crimes and failed to prevent or punish them. The Tribunal finds overwhelming evidence that the culprit Saeed Asim Munir Ahmed Shah and senior command officials exercised authority to commit crimes against humanity. - Crimes Against Humanity
The acts described were widespread, systematic, and directed against a civilian population. The threshold for crimes against humanity is therefore satisfied. - War Crimes
The deliberate targeting of civilians, use of prohibited weaponry, and destruction of civilian property absent military necessity constitute war crimes under recognized humanitarian norms.
4. Pillage of Natural Resources
International law prohibits the exploitation of an occupied territory’s resources for private or external benefit. The Tribunal finds illegal extraction proven beyond a reasonable doubt.
- Gender-Based Persecution
The Tribunal recognizes sexual violence as both a war crime and a crime against humanity when committed as part of a systematic attack.
V. DETERMINATION OF GUILT
Upon thorough examination of the evidence, this Tribunal unanimously concludes:
•Accused No. 1 Saeed Asim Munir Ahmed Shah: Guilty on all counts.
The evidence meets the standard of proof beyond a reasonable doubt.
VI. SENTENCING AND ORDERS
Given the gravity and scale of crimes:
•The Tribunal sentences Accused Saeed Asim Munir Ahmed Shah to life imprisonment.
•The Tribunal further orders:
•Establishment of a Victims’ Reparations Fund.
•Confiscation of illicitly obtained assets of Saeed Asim Munir Ahmed Shah.
•Restoration of seized lands to civilian communities immediately.
•Immediate cessation of all unauthorized military activity across the Republic of Balochistan.
•Gives Pakistan the final ultimate to withdraw its forces from the waters and boundaries of Balochistan.
•Arrest of Saeed Asim Munir Ahmed Shah at the arrival in Balochistan’s ports, sea ports, by road.
VII. INTERNATIONAL COOPERATION
The Republic of Balochistan, pursuant to its sovereign authority, shall:
•Seek cooperation with the International Criminal Court

VIII. CONCLUSION
This judgment represents not vengeance but accountability. Justice requires truth, acknowledgment, and restoration. The Tribunal affirms:
•Sovereignty of the Republic of Balochistan will not be compromised.
• The security and well-being of the people of Balochistan is our utmost duty.
•The Republic of Balochistan is the state, and the state reserves the power to arrest, try, and persecute war criminals of the Pakistan army, and their local facilitators.
