Government Launches FCRA 2.0 Portal and e-OCI Card Platform to Enhance Digital Governance

In a significant step towards strengthening digital governance and improving citizen-centric services, the Government of India on Friday launched the FCRA 2.0 Portal and the e-OCI Card platform, aimed at simplifying regulatory compliance and delivering faster, paperless services to Overseas Citizen of India (OCI) cardholders.
The twin initiatives have been introduced in line with Prime Minister Narendra Modi’s vision of “Minimum Government, Maximum Governance,” leveraging digital technology to improve efficiency, transparency, and ease of access.
FCRA 2.0 to Streamline Foreign Contribution Compliance
The newly launched Foreign Contribution (Regulation) Act (FCRA) 2.0 Portal is designed to provide a more user-friendly and transparent digital interface for organisations receiving foreign contributions.
The upgraded platform will significantly reduce paperwork by digitising compliance procedures, enabling organisations to complete regulatory requirements online with greater speed and efficiency. Officials said the portal is expected to save time, improve operational transparency, and simplify interactions between registered organisations and the government.
Apart from enhancing user convenience, the FCRA 2.0 Portal is also intended to strengthen the Government’s regulatory oversight of foreign contributions, ensuring greater accountability while safeguarding national interests through improved digital monitoring and compliance mechanisms.
e-OCI Card to Benefit Over 50 Lakh Cardholders
The Government also launched the e-OCI Card, marking a major milestone in the digital transformation of services for the Overseas Citizen of India (OCI) community.
The new platform will benefit more than 50 lakh OCI cardholders worldwide by completely digitising OCI-related services and documentation.
Key features of the e-OCI Card system include:
- Online application and processing of OCI services
- Digital generation of OCI cards
- 24×7 mobile access to OCI documents
- Paperless documentation and verification
- Elimination of physical visits for OCI-related services
The initiative is expected to make visa and OCI-related procedures significantly faster, more convenient, and accessible for Indians living abroad.

The launch of the FCRA 2.0 Portal and the e-OCI Card platform reflects the Government’s continued focus on expanding digital public services while reducing administrative burden on citizens and organisations.
