
West Bengal Targets Industrial Revival, Eyes Semiconductor Investments and AI-Led Growth
State Government Plans New Industrial Policy to Position Bengal as Eastern India’s Preferred Investment Hub

Kolkata, July 9: West Bengal has unveiled an ambitious roadmap to restore its position as one of India’s leading industrial destinations, with the State Government prioritising investment, industrial regeneration, technology-driven manufacturing, and employment generation.
Addressing an interactive session organised by the Merchant Chamber of Commerce & Industry (MCCI) at Taj Bengal on Wednesday, Tapas Roy, Hon’ble Minister of Industry, Commerce & Enterprises, Government of West Bengal, said the government’s foremost objective is to transform the state into the preferred investment destination in Eastern India.
The programme began with a felicitation of the Minister by MCCI, followed by a special address on “How to Unleash the Growth Potential of Bengal’s Economy.”
Focus on Traditional Industries and Emerging Technologies
Highlighting the government’s industrial vision, Roy said equal emphasis will be placed on reviving traditional sectors such as the jute and tea industries while aggressively promoting high-technology sectors including semiconductors, artificial intelligence (AI), data centres, and Global Capability Centres (GCCs).
He noted that industrial growth must be driven by both innovation and modernisation, creating sustainable employment opportunities for the state’s youth while strengthening Bengal’s manufacturing ecosystem.
Semiconductor Manufacturing Receives Major Boost
One of the key announcements during the interaction was the interest shown by Mitsubishi Corporation of Japan in establishing a semiconductor manufacturing facility in West Bengal.
According to Roy, representatives of the Japanese company met him earlier in the day and expressed willingness to explore investment opportunities in the state. Potential locations under consideration include Durgapur and Panagarh, with another delegation expected to visit later this month for further discussions. Senior state officials, including the Finance Minister, participated in the meeting.
The proposed investment is seen as a significant development as India accelerates efforts to build a domestic semiconductor manufacturing ecosystem under the national semiconductor mission.
New Industrial Policy Under Preparation
The Minister informed industry leaders that a comprehensive draft industrial policy is nearing completion and will be announced shortly.
He stressed that the policy would focus on improving the ease of doing business while ensuring that West Bengal remains competitive with neighbouring states by offering attractive industrial incentives.
“Revenue mobilisation will remain central to our industrial policy, and the government invites industry to become partners in Bengal’s growth journey,” Roy said.
The government also plans to strengthen the state’s single-window clearance mechanism, promote industrial clusters, and develop industrial corridors to accelerate project implementation and reduce bureaucratic delays.
Startup Ecosystem to Receive Strong Policy Support
Roy said the government is committed to nurturing a vibrant startup ecosystem, particularly in emerging sectors such as AI, digital technologies, advanced computing, and knowledge-based industries.
He added that profitable state-owned public sector enterprises may also be identified for listing on stock exchanges to improve operational efficiency and unlock value.
Addressing concerns raised by industry, the Minister assured business leaders that the government would take firm steps to protect entrepreneurs from extortion and illegal syndicates, creating a secure and transparent business environment.
“The relationship between the government and industry will be one of partnership in progress,” he remarked.
Industry Expresses Optimism
Earlier, welcoming the gathering, Priti A. Sureka, President of MCCI, expressed optimism that the new state government would usher in a new era of industrialisation.
She said industry expects renewed momentum under the present political environment and emphasised the need for competitive electricity tariffs, greater industrial inclusiveness, and stronger incentives for startups and innovation-driven enterprises.
The programme concluded with a vote of thanks delivered by Munish Jhajharia, Senior Vice-President of MCCI, who observed that West Bengal’s economic growth prospects have improved significantly and expressed confidence that closer collaboration between government and industry would accelerate the state’s industrial transformation.
