Secretary of State Marco Rubio Says Washington Will Stand with Southeast Asia While Defending Freedom of Navigation and Regional Security

Manila, July 22: The United States has reaffirmed its long-term commitment to Southeast Asia, unveiling billions of dollars in new strategic investments while stressing that ASEAN remains central to Washington’s Indo-Pacific strategy. Speaking at the ASEAN Post-Ministerial Conference with the United States in Manila, US Secretary of State Marco Rubio outlined America’s vision for deeper economic, security and diplomatic engagement with the region.
Addressing ASEAN foreign ministers and senior officials, Rubio thanked the Philippines for hosting the conference and praised ASEAN’s role as the primary platform for US engagement in Southeast Asia.
ASEAN at the Heart of US Indo-Pacific Strategy
Rubio reiterated President Donald Trump’s commitment to ASEAN, describing the regional bloc as Washington’s principal mechanism for cooperation in Southeast Asia.
He said the United States would continue engaging ASEAN at the highest political and diplomatic levels, emphasizing that stronger ties with the region are a matter of long-term American national interest rather than short-term foreign policy priorities.
According to Rubio, ASEAN’s economic rise will play a defining role in shaping the global economy throughout the 21st century.
Concern Over Middle East Tensions
A significant portion of Rubio’s address focused on developments in the Middle East, particularly the ongoing tensions involving Iran.
He stated that the United States remains open to diplomacy and negotiated solutions but expressed concern that previous commitments made by Iran had not been fulfilled. While Washington remains willing to engage in dialogue, Rubio said meaningful negotiations require all parties to honour their commitments.
Freedom of Navigation a Global Priority
Rubio also highlighted the strategic importance of the Strait of Hormuz, describing freedom of navigation as a fundamental principle of international maritime law.
He warned that allowing any nation to exercise unilateral control over an international waterway could create a dangerous global precedent with implications far beyond the Middle East.
According to the US Secretary of State, secure maritime routes are essential for global commerce, energy security and international economic stability.
$2.5 Billion Strategic Investment for Southeast Asia
Highlighting America’s economic engagement with ASEAN, Rubio announced that the United States will mobilise approximately US$2.5 billion in strategic government investments across Southeast Asia.
The investments are expected to strengthen regional cooperation in areas including:
- Infrastructure development
- Economic growth
- Supply chain resilience
- Digital economy initiatives
- Energy security
- Regional connectivity
Rubio stressed that these investments are designed to advance mutual interests rather than serve as traditional foreign aid.
Additional Financing for Critical Infrastructure
The United States also announced approximately US$1.5 billion in additional strategic financing through the US International Development Finance Corporation (DFC).
The funding will support projects involving:
- Aviation infrastructure
- Secure supply chains
- Energy infrastructure
- Regional investment initiatives
Washington believes these projects will help ASEAN economies diversify their industrial base while strengthening regional resilience.
Strengthening Regional Security
Beyond economic cooperation, Rubio announced nearly US$130 million in assistance to ASEAN member states for humanitarian demining programmes aimed at improving civilian safety in areas affected by unexploded ordnance.
The United States also pledged continued cooperation in regional security, maritime stability and defence capacity building.
Focus on Energy Security
Rubio said the United States intends to expand cooperation with ASEAN on energy security by supporting:
- Liquefied Natural Gas (LNG) market development
- Modern electricity grid technologies
- ASEAN Power Grid initiatives
- Civil nuclear energy cooperation
- Critical mineral supply chains
He noted that reliable energy infrastructure will remain an essential pillar of Southeast Asia’s future economic growth.
Digital Economy and Future Partnership
The Secretary of State described Southeast Asia as one of the world’s fastest-growing economic regions and said the United States hopes to become one of ASEAN’s most trusted partners in digital innovation, technology, secure supply chains and sustainable development.
He emphasized that Washington’s engagement is intended to support ASEAN’s long-term prosperity while contributing to regional stability and economic resilience.
Looking Ahead
Concluding his remarks, Rubio reaffirmed that the United States remains committed to building a durable partnership with ASEAN for decades to come.
He said Washington views the security and prosperity of Southeast Asia and the United States as closely interconnected and expressed confidence that continued cooperation would strengthen both regional stability and economic opportunity.
The conference comes amid increasing geopolitical competition in the Indo-Pacific, where ASEAN continues to play a central role in balancing economic growth, regional diplomacy and strategic cooperation among major global powers.
