Centre Tightens Scholarship Delivery System for Scheduled Caste Students
New Delhi, September 7, 2026: The Central Government has stepped up efforts to make scholarship distribution for Scheduled Caste (SC) students more transparent, traceable and timely by strengthening digital payment systems, monitoring mechanisms and accountability across States and Union Territories.
The measures cover the Post-Matric Scholarship for Scheduled Castes and the Pre-Matric Scholarship for Scheduled Castes and Others. The centrally sponsored programmes are implemented by State Governments and Union Territory Administrations for eligible students studying in recognised institutions across the country.
Scholarships Delivered Through DBT
The schemes operate on an open-ended and demand-driven basis. The Post-Matric Scholarship has been distributed through Direct Benefit Transfer (DBT) since 2021-22, while the Pre-Matric Scholarship shifted to DBT from 2022-23.
Under the system, the Centre’s share of scholarship funding is transferred directly to the Aadhaar-seeded bank accounts of eligible students.
The release of the Central share is connected to payment-related information submitted by States and Union Territories through the National Scholarship Portal. This digital linkage allows authorities at both levels to track applications and payments while helping minimise the possibility of fund diversion or misuse.
Monitoring and Grievance Redressal Strengthened
Complaints and representations concerning implementation are sent to the relevant State Government or Union Territory Administration for examination and necessary corrective action, as these authorities are responsible for implementing the schemes.
The strengthened framework combines DBT, Aadhaar seeding and portal-based data exchange to create a traceable chain covering the sanction and payment process through to receipt by beneficiaries.
The government says the system is intended to improve accountability and reduce avoidable delays in getting financial assistance to eligible students.
Regular Reviews and Field Visits
Implementation is being assessed through periodic meetings at national, regional and state levels, supported by field visits to examine how the schemes are functioning on the ground.
The government also conducts national conferences and Chintan Shivirs, bringing together Union and State Ministers, senior officials and other stakeholders to review performance and identify areas requiring improvement.
Together, these measures are designed to strengthen transparency and provide authorities with greater visibility over scholarship applications, fund releases and beneficiary payments.
Focus on Educational Access
The Ministry of Social Justice and Empowerment said it remains committed to improving educational opportunities for students from disadvantaged communities through technology-enabled systems that promote transparency, accountability and timely delivery.
The strengthened framework is intended to ensure that scholarship assistance reaches eligible students directly and helps them continue their education without unnecessary payment-related delays.
