FUNDS FOR DRUG ABUSE VICTIMS

- More than 9.54 crore people reached out so far under Nasha Mukt Bharat Abhiyaan (NMBA) in 372 most vulnerable districts
- 340 Integrated Rehabilitation Centres for Addicts (IRCAs), 48 Community based Peer led Intervention (CPLI) Centres and 71 Outreach and Drop In Centres (ODICs) supported by the Ministry of Social Justice and Empowerment under NAPDDR scheme
The Govt. has formulated National Action Plan for Drug Demand and Reduction(NAPDDR) scheme under which fund is allocated to State Govts/UTs/NGOs. The details are placed at Annexure.
The Central Government constituted the National Fund for Control of Drug Abuse (NFCDA) under the administrative control of Department of Revenue, Ministry of Finance. Subsequently the Narcotic Drugs and Psychotropic Substances (National Fund for Control of Drug Abuse) Rules, 2006 were notified on 24th March, 2006 and subsequently amended on 31.08.2006, 02.04.2009 and 19.08.2009. To ensure that local bodies are empowered to receive fund that will help them directly make interventions to help drug abuse victims; Department of Revenue has circulated broad objectives and obligations covered under the NFCDA scheme to all Chief Secretaries of State Governments and other organizations with the request to give wide publicity regarding this fund from time to time.
Annexure
To address the problem of Drug Abuse, Ministry of Social Justice and Empowerment under NAPDDR scheme is taking a sustained and coordinated action for arresting the problem of substance abuse among the youth and women. This includes:
- Launched Nasha Mukt Bharat Abhiyaan (NMBA) in 372 most vulnerable districts under which a massive community outreach is being done through more than 8000 youth volunteers. More than 9.54+ crore people have been reached out so far including 3.12+ crore youth, 2.06+ crore women and 3.14+ lakh educational institutes. There is a provision of release of 10 lakh rupees to identified district administrations on submission of Annual Action Plan by them for Nasha Mukt Bharat Abhiyaan.
- 340 Integrated Rehabilitation Centres for Addicts (IRCAs) are supported by the Ministry. These IRCAs not only provide for treating the drug victims, but also give services of preventive education, awareness generation, motivational counselling, detoxification/de-addiction, after care and re-integration into the social mainstream. Ministry also provided support to special de-addiction centre for women and children.
- 48 Community based Peer led Intervention (CPLI) Centres are supported by the Ministry. These CPLIs focus on vulnerable and at risk children and adolescents. Under this, peer educators engage children for awareness generation and life skill activities.
- 71 Outreach and Drop In Centres (ODICs) are supported by the Ministry. These ODICs provide safe and secure space of treatment and rehabilitation for substance users, with provision of screening, assessment and counselling and thereafter provide referral and linkage to treatment and rehabilitation services for substance dependence.
- Ministry also supports setting up of 46 Addiction Treatment Facilities (ATFs) in some Government hospitals, which is being implemented through AIIMS, New Delhi.
- A Toll-free Helpline for de-addiction, 14446 is being maintained by the Ministry for providing primary counseling and immediate assistance to the persons seeking help through this helpline.
- There is provision of release of funds to State/UT Govt.s under State Action Plan of NAPDDR Scheme on submission of proposals by them based on activities to be carried out by them for drug demand reduction in their concerned States/UTs.
