MOU SIGNED BETWEEN METRO RAILWAY, RVNL, AND CONSULATE GENERAL OF NEPAL FOR EXCHANGE OF LAND REQUIRED FOR PURPLE LINE CONSTRUCTION

A major constraint on the way of Purple Line construction is resolved today i.e.on 17.11.2025 as Metro Railway, Rail Vikas Nigam Limited (RVNL) and His Excellency Hon’ble Consulate General of Nepal, Kolkata have signed a Memorandum of Understanding (MOU) to exchange 409.53 sq. mtr. of land owned by Consulate General of Nepal, Kolkata with 526.34 sq. mtr. of adjoining land owned by Metro Railway, Kolkata. Signing of this agreement will pave the way for the smooth construction of the proposed Mominpur-Esplanade underground section of the Purple Line. This 409.53 sq. mtr. of land is urgently required for the construction of a ramp between Mominpur and Khidirpur of the proposed Purple Line project.
Prior to this, several meetings were held between 2022-2025 among the Ministry of Foreign Affairs (Govt. of Nepal), the Ministry of External Affairs (Govt. of India), Metro Railway, and RVNL at Kathmandu, New Delhi, and Kolkata to ensure a smooth exchange of this land. After several rounds of meetings, the Government. of Nepal, gave concurrence to the exchange of this stretch of land. It is to be noted that several major issues came in the way of the acquisition of land for this project. Several tenants, shop owners, etc., had moved to the Honourable High Court of Calcutta and then the Honourable Supreme Court of India against such acquisitions. But after a span of three years, all such cases have been disposed of by the Honourable Courts and resulted in the acquisition and taking over of possession of the land required for this project.
The signing of the MoU took place at the RVNL Model Room situated at the site of Victoria station at Kolkata by His Excellency Hon’ble Consul General of Nepal, Kolkata, Shri Jhakka Prasad Acharya, Shri. S K Dubey, Dy. Chief Engineer/HQ/Metro Railway and Shri Vipin Kumar, Chief Project Manager/RVNL, in the presence of Shri Ashish Middha, Director and Head of Branch Secretariat, MEA, Govt. of India.
