New Delhi, September 14, 2026: India, Australia, Japan and the United States have taken another step toward strengthening the Quad Indo-Pacific Logistics Network (IPLN) after conducting a tabletop exercise in Tokyo focused on coordinated responses to large-scale natural disasters.

The exercise was held on September 3 and 4, 2026, with Japan’s Ministry of Defense hosting the event. The initiative follows the Quad Foreign Ministers’ Meeting in May 2026 and builds on earlier logistics exercises conducted in Hawaii and Guam.

Focus on Disaster Response

The Tokyo tabletop exercise examined how the four Quad partners could combine their respective logistics capabilities during natural disasters while improving interoperability and coordination.

The exercise also produced significant progress toward developing Standard Operating Procedures (SOPs) for the IPLN. These procedures are intended to provide an institutional framework for putting the logistics network into effective operation.

The Quad partners discussed ways to coordinate humanitarian assistance and relief operations during emergencies and crises, with particular attention to supporting affected regional partners.

Building on Earlier Exercises

The Tokyo exercise builds upon the first IPLN tabletop exercise held in Hawaii in April 2025, followed by a Field Training Exercise in Guam in December 2025.

The latest exercise represents another stage in the Quad’s effort to move the logistics network from planning toward practical operational capability.

Supporting Regional Disaster Relief

The IPLN is designed to allow Australia, India, Japan and the United States to draw on shared logistics capabilities to respond more rapidly and efficiently to major natural disasters across the Indo-Pacific.

According to the joint statement, the network is intended to help save lives, accelerate recovery and provide assistance to regional partners during large-scale emergencies.

The four countries also expressed condolences to people affected by recent devastating floods and reaffirmed their commitment to supporting regional partners during times of crisis.

Quad Seeks Greater Operational Cooperation

The Tokyo exercise reaffirmed the Quad’s focus on practical cooperation in addressing regional challenges and supporting a free and open Indo-Pacific.

The four partners said they would continue working toward operationalising the IPLN through further tabletop and field exercises, confidence-building measures and exchanges among subject-matter experts.

The development adds another practical dimension to Quad cooperation, extending collaboration beyond strategic dialogue into coordinated humanitarian and disaster-response capabilities.
