By Suman Munshi | IBG NEWS

New Delhi/Wellington, July 11: India and New Zealand have entered a new era in bilateral relations with the elevation of their partnership to a Strategic Partnership, following Prime Minister Narendra Modi’s official visit to New Zealand. The visit culminated in the signing of 10 key agreements and eight major strategic announcements, laying the foundation for closer cooperation in defence, maritime security, trade, agriculture, disaster management, science, education, tourism and cultural exchanges.

The comprehensive package of agreements reflects the shared commitment of both democracies to deepen engagement in the Indo-Pacific while expanding economic cooperation and people-to-people ties. The visit also produced an ambitious India–New Zealand Strategic Partnership Roadmap to 2030, providing a structured framework for collaboration over the next four years.

Strategic Partnership Marks a New Chapter

One of the most significant outcomes of the visit was the formal elevation of bilateral relations to a Strategic Partnership, signalling a substantial expansion of cooperation beyond traditional trade and diplomatic engagement.

The Roadmap to 2030 outlines coordinated action by ministries and institutions in both countries to strengthen collaboration in:

  • Defence and security
  • Maritime cooperation
  • Trade and investment
  • Agriculture and food security
  • Sports and youth exchanges
  • Tourism
  • Science and innovation
  • Cultural diplomacy
  • Indo-Pacific cooperation
  • Multilateral engagement

The roadmap is expected to guide bilateral relations through measurable milestones and regular institutional dialogue.

Defence and Maritime Security Take Centre Stage

Recognising the growing strategic importance of the Indo-Pacific region, India and New Zealand signed three landmark agreements to deepen defence cooperation.

Maritime Cooperation Framework

A Memorandum of Arrangement on Maritime Cooperation between India’s Ministry of Defence and the New Zealand Defence Force establishes a comprehensive framework for:

  • Maritime dialogue
  • Information sharing
  • Joint naval activities
  • Operational coordination
  • Capacity building

The agreement reflects increasing convergence between the two nations on ensuring a free, open, secure and rules-based Indo-Pacific.

Mutual Logistics Support

For the first time, the Indian Navy and the New Zealand Defence Force will be able to provide reciprocal logistics support during approved naval activities and operations.

The arrangement is expected to improve interoperability during humanitarian assistance missions, naval exercises, disaster relief operations and maritime security patrols.

Hydrography and Nautical Cartography

Another significant agreement strengthens cooperation in:

  • Hydrographic surveys
  • Production of navigational charts
  • Exchange of hydrographic data
  • Marine mapping
  • Technical training

This cooperation will contribute to safer navigation and maritime domain awareness throughout the Indo-Pacific region.

Counter-Terrorism Cooperation Enhanced

India and New Zealand also agreed to establish a Joint Working Group on Counter-Terrorism, aimed at strengthening cooperation against emerging security threats.

The mechanism will facilitate:

  • Intelligence sharing
  • Exchange of best practices
  • Counter-radicalisation cooperation
  • Joint policy coordination
  • Capacity building

The initiative reflects both countries’ shared commitment to combating international terrorism in all its forms.

Disaster Management Partnership

Recognising their vulnerability to natural disasters, the two countries signed a Memorandum of Cooperation between India’s National Disaster Management Authority (NDMA) and New Zealand’s National Emergency Management Agency (NEMA).

Priority areas include:

  • Earthquake resilience
  • Tsunami preparedness
  • Coastal hazard mitigation
  • Disaster risk reduction
  • Capacity building
  • Knowledge exchange

Given New Zealand’s expertise in earthquake management and India’s experience in disaster response, the partnership is expected to deliver mutual benefits.

Expanding Agricultural Cooperation

Agriculture emerged as another important pillar of bilateral engagement.

Both countries signed a Memorandum of Cooperation covering:

  • Animal husbandry
  • Dairy development
  • Veterinary science
  • Livestock management
  • Technology transfer
  • Knowledge sharing

Kiwifruit Action Plan

One of the most innovative announcements was the launch of a Kiwifruit Action Plan, accompanied by the establishment of two Centres of Excellence in:

  • Nagaland
  • Uttarakhand

Supported through collaboration in education, research and agricultural innovation, the initiative aims to improve productivity and create new opportunities for Indian farmers.

Trade Target Doubled by 2030

Economic cooperation received a major boost as both countries agreed to double bilateral trade to NZ$7 billion (approximately ₹35,000 crore) by 2030.

The target aligns with ongoing discussions under the proposed India–New Zealand Free Trade Agreement, which seeks to:

  • Expand market access
  • Facilitate investment
  • Increase exports
  • Strengthen supply chains
  • Promote business partnerships

Officials believe achieving this target would significantly enhance economic engagement between the two countries.

Maritime Security Dialogue Established

In another significant strategic decision, India and New Zealand agreed to establish a dedicated Maritime Security Dialogue.

The new institutional mechanism will focus on:

  • Maritime domain awareness
  • Regional security
  • Information exchange
  • Naval coordination
  • Emerging maritime challenges

Indo-Pacific Oceans Initiative

New Zealand also announced its decision to join the Maritime Security Pillar of India’s Indo-Pacific Oceans Initiative (IPOI).

The cooperation will particularly focus on combating:

  • Illegal Fishing
  • Unreported Fishing
  • Unregulated (IUU) Fishing

This marks an important step in strengthening regional maritime governance.

New Zealand Joins Global Biofuels Alliance

In support of clean energy and sustainable development, New Zealand announced its decision to join the Global Biofuels Alliance.

The move is expected to accelerate:

  • Renewable fuel research
  • Sustainable transport
  • Green energy cooperation
  • Low-carbon development

The partnership aligns with global efforts to reduce dependence on fossil fuels.

Tourism, Sports and Cultural Exchanges

Recognising the importance of people-to-people connections, both countries signed agreements covering:

Tourism

The tourism agreement seeks to:

  • Increase tourist arrivals
  • Promote destination marketing
  • Encourage investment
  • Enhance cultural understanding

Sports

The India–New Zealand Joint Action Plan on Sport provides a framework for cooperation in:

  • High-performance sports
  • Sports science
  • Sports medicine
  • Athlete development
  • Coaching

Culture

A new cultural cooperation arrangement will facilitate:

  • Artistic exchanges
  • Heritage conservation
  • Cultural festivals
  • Museum partnerships
  • Academic collaborations

Maritime Heritage Collaboration

India’s ambitious National Maritime Heritage Complex (NMHC) at Lothal, Gujarat, will receive support through a partnership with the New Zealand Maritime Museum.

The collaboration includes:

  • Museum development
  • Heritage interpretation
  • Knowledge exchange
  • Joint exhibitions
  • Maritime history research

Science, Education and Polar Research

Scientific cooperation also expanded significantly.

Antarctic Research

India’s National Centre for Polar and Ocean Research (NCPOR), Goa, signed an MoU with the University of Canterbury to promote:

  • Antarctic research
  • Academic exchanges
  • Joint scientific projects
  • Capacity building

Food Technology

The National Institute of Food Technology Entrepreneurship and Management (NIFTEM-K) partnered with Massey University to strengthen:

  • Research collaboration
  • Student mobility
  • Faculty exchange
  • Innovation in food technology

Strategic Significance for the Indo-Pacific

The agreements underscore India’s growing engagement with trusted partners across the Indo-Pacific at a time of evolving geopolitical dynamics.

For New Zealand, the enhanced partnership reflects increasing recognition of India’s economic growth, technological capabilities and strategic role in maintaining regional stability.

For India, the partnership strengthens its presence in the South Pacific while advancing cooperation in maritime security, resilient supply chains, clean energy and emerging technologies.

Looking Ahead

Prime Minister Narendra Modi’s visit has transformed India–New Zealand relations from a traditional bilateral partnership into a comprehensive strategic relationship with long-term institutional mechanisms.

The Roadmap to 2030 provides both governments with a clear implementation framework, ensuring that cooperation extends beyond diplomatic declarations into tangible outcomes across defence, trade, science, agriculture, education and cultural exchanges.

As both nations work towards achieving NZ$7 billion in bilateral trade by 2030, deepen maritime cooperation and expand collaboration in innovation and sustainability, the visit is likely to be remembered as a defining milestone in the evolution of India–New Zealand relations and an important contribution to a stable, prosperous and rules-based Indo-Pacific region.
