Adani Power Begins ₹48,000-Crore 3,200 MW Thermal Power Project in Assam
Chief Minister Himanta Biswa Sarma lays foundation stone at Chapar; project expected to create up to 20,000 construction jobs and about 5,000 operational jobs
Guwahati, September 20, 2026: Assam Chief Minister Dr. Himanta Biswa Sarma on Sunday laid the foundation stone for Adani Power Limited’s proposed 3,200 MW Ultra-Supercritical Thermal Power Plant at Chapar in Dhubri district of lower Assam.
The project, involving an estimated investment of ₹48,000 crore, is planned as a four-unit facility, with each unit having a generation capacity of 800 MW. According to the company, commissioning is scheduled to take place in phases beginning December 2030.
The project is expected to generate up to 20,000 employment opportunities during construction and approximately 5,000 jobs after becoming operational. The development is also expected to create business opportunities for local contractors, suppliers, transport operators and service providers.
Adani Power’s project information confirms that the Chapar facility is a 3,200 MW greenfield capacity project in Assam. Earlier, Assam Power Distribution Company Limited (APDCL) awarded Adani Power a long-term power procurement contract covering the full 3,200 MW capacity. (Adani)
Assam’s Expanding Power Investment
The Chapar project forms part of an approximately ₹63,000-crore power investment programme in Assam, according to the media release. Of this, around ₹48,000 crore is earmarked for the Chapar thermal plant, while approximately ₹15,000 crore is planned for two Pumped Storage Plants with a combined capacity of 2,700 MW, through Adani Green Energy Limited.
Adani Energy Solutions Limited is also implementing smart-metering projects in Assam as part of efforts to modernise the state’s electricity distribution infrastructure.
The company said investments by the Adani Group across sectors in Assam are expected to exceed ₹80,000 crore, covering power, aviation and cement. The projects are expected to contribute to infrastructure development and economic activity across the state over the coming years.
Ultra-Supercritical Technology
The Chapar plant will comprise four 800 MW units and use ultra-supercritical technology, incorporating high-efficiency systems and modern environmental safeguards, according to Adani Power.
Once operational, the company expects the facility to supply electricity for household, commercial and industrial requirements in Assam.
Chief Minister Highlights Investment Potential
Speaking at the foundation-stone ceremony, Chief Minister Himanta Biswa Sarma described the project as a major investment for Assam. He said the project emerged from the investment momentum generated by the Advantage Assam Investor Summit 2.0 and highlighted its potential to create employment and increase economic activity and state GST revenues.
He also said local industries and enterprises would have opportunities to participate in the emerging industrial ecosystem.
Jeet Adani: Project to Support Assam’s Growth
Jeet Adani, Director, Adani Group, said the Chapar project marked a new phase of investment in Assam. According to him, the ₹48,000-crore project is intended to provide reliable and affordable electricity while creating employment and opportunities for local businesses.
He also highlighted Assam’s geographical advantages and described the state as having the potential to become a significant energy base for India’s future growth.
Wider Adani Group Investments in Assam
The group’s investments in Assam also extend beyond the power sector. In aviation, Terminal 2 at Lokapriya Gopinath Bordoloi International Airport (LGBIA), Guwahati, became operational on February 22, 2026, according to the release.
The Adani Foundation has also reported reaching more than 8,000 flood-affected families in Sivasagar and Dhemaji districts with food, medicines, sanitation and hygiene supplies. Its activities in 19 villages of Kamrup Rural include education, healthcare, livelihoods, community infrastructure and climate-related initiatives.
Project Award and Development Timeline
Adani Power emerged as the successful bidder for the 3,200 MW project through a competitive bidding process in October 2025 and subsequently received the Letter of Award from APDCL in November 2025.
The company’s regulatory disclosure states that the project is being developed under a Design, Build, Finance, Own and Operate (DBFOO) model. It is scheduled for phased commissioning beginning in December 2030, with full commissioning targeted for December 2032. (NSE India Search Archives)
