PCDA Bengaluru to Hold SPARSH Outreach Programme for Defence Pensioners on November 4–5

Initiative to Address Pension Grievances and Facilitate Digital Life Certificate Submission

By Suman Munshi | IBG NEWS

BENGALURU, October 22, 2026: The Office of the Principal Controller of Defence Accounts (PCDA), Bengaluru, will organise a two-day SPARSH Outreach Programme on November 4 and 5, 2026, to assist defence pensioners and family pensioners with pension-related grievances and the submission of Digital Life Certificates (DLCs).

The programme is being conducted under the aegis of the Controller General of Defence Accounts (CGDA), Ministry of Defence, Government of India, as part of the nationwide Digital Life Certificate (DLC) Campaign 5.0. The campaign will continue throughout November 2026, with pensioners also able to access DLC services at SPARSH Service Centres.

The outreach initiative aims to provide pensioners with direct access to the concerned officials for assistance with issues relating to the System for Pension Administration (RAKSHA), or SPARSH, the pension management platform used for defence pension services. Participants will be able to seek guidance on identifying and resolving their grievances and submit their Digital Life Certificates during the programme.

Dedicated teams will be available to offer on-the-spot assistance and guidance on SPARSH and other pension-related matters. By bringing pensioners and officials together at a single venue, the initiative is intended to make grievance redressal more convenient and minimise the need for repeated visits to government offices.

  • Dates: November 4 and 5, 2026
  • Time: 10:00 AM to 5:00 PM
  • Venue: Multi-Purpose Hall, PCDA Bengaluru
  • Address: 107, Lower Agaram Road, Bengaluru – 560007

Defence pensioners and family pensioners attending the programme are advised to bring the following documents to facilitate verification and timely resolution of their cases:

  2. Ex-Servicemen Identity Card.
  3. Bank passbook and Pension Payment Order (PPO).
  4. Aadhaar card and the mobile phone linked to Aadhaar, required for OTP-based or applicable authentication during Digital Life Certificate generation.
  5. PAN card.
  6. Previous grievance documents, supporting records or relevant correspondence, wherever applicable.

Pensioners are encouraged to keep their documents ready before attending the programme to help officials process their requests efficiently.

Focus on Pensioners’ Welfare

The SPARSH Outreach Programme reflects PCDA Bengaluru’s continued focus on improving access to pension services and addressing the concerns of retired defence personnel and their families. The initiative also supports the wider objective of facilitating timely submission of life certificates, an important requirement for the continued disbursement of pension benefits.

Defence pensioners and family pensioners are encouraged to attend the two-day programme and make use of the assistance available for SPARSH grievance redressal and Digital Life Certificate submission.
