RVNL REQUIRES HELP FROM THE LOCAL ADMINISTRATION TO START THE STALLED METRO WORK NEAR KAIKHALI CROSSING

Construction works of different ongoing projects of Metro Railway have picked the momentum in recent times. The government of India has been providing a record amount of funds to complete all pending works of Kolkata Metro projects. Necessary help for traffic diversion, conducting trial runs required for the same as well as removing encroachments on proposed project sites has been provided by the local authorities. In spite of that, there are certain bottlenecks that have been hampering the progress of works of the Orange Line of Kolkata Metro.

The construction work of the ramp-down portion after Pier No: 846 near Kaikhali Crossing, in between Jai Hind and VIP Road stations of Orange Line, has been getting delayed as permission for barricading around a 300-metre area beside VIP Road (Kolkata bound) has so far not been given by Traffic Department since 24.05.2023. This barricading is required for the piling works of the ramp as the Metro stretch of the Orange Line will go underground here. Though the Public Works Department has given NOC for this work on 23.05.2023, the Traffic Department has so far not given the necessary permission to date in spite of repeated meetings with the executing agency, Rail Vikas Nigam Limited (RVNL), and even after conducting trial run. As a result, Metro work on this Project is getting delayed here. RVNL has already assured that a minimum 14-metre wide carriageway will be available on Kolkata-bound VIP Road and Airport-bound VIP Road will not be disturbed for this work. In order to maintain the smooth flow of traffic, RVNL has been doing road widening of 540 metre long and 10.5-metre wide carriageway here which will provide 19m clear carriageway even after barricading required for Metro construction work. RVNL is ready to complete the pending work on this stretch within 9 to 10 months after getting crucial permission from the Traffic Department.
At present, girder launching and placing atop the piers work is going on smoothly from Pier No: 832 to Pier No:846 (Over a stretch of 360 metres) here. Work has already been completed from Pier No: 832 to 839. In order to ensure a smooth flow of traffic and the safety of commuters while this work is going on, 250 nos. traffic marshals have been deployed here daily through the Traffic Department and 94 numbers of CCTV cameras have already been ordered for installation through WEBEL from Haldiram flyover to Gate No: 3 of Airport by RVNL. One breakdown vehicle has also been deployed at Kaikhali Crossing to mitigate any emergency since September 2023.

Construction works of the concourse level of Chinar Park and VIP Road stations of this Corridor are also getting delayed as necessary permission from the Traffic Department has not been received yet in spite of repeated meetings with the top-level officials of Bidhannagar Police. At the proposed site of Chinar Park Metro station, RVNL requires permission to fix vertical cribs along the main carriageway (Biswa Bangla Sarani) over a stretch of 140 meters for staging and shuttering of the concourse level slab of this station. 6800 mm main carriageway and 3000mm wide service roads on both sides beyond barricades will be available to ensure a smooth flow of traffic in both directions here.
At the VIP Road station site, traffic permission is also required for the construction of a concourse-level slab on already constructed columns on both sides of the Airport VIP Road over a stretch of 180 meters. RVNL is confident it to complete the construction works of the concourse slab at these two sites within 9 to 10 months after receiving the permission from Traffic Department.
