Dr. Vinaya Prakash Singh Re-Elected APPU Secretary-General for Second Four-Year Term
Unopposed re-election highlights India’s growing role in Asia-Pacific postal cooperation

India has secured another important position in international postal cooperation with Dr. Vinaya Prakash Singh, a 1988-batch Indian Postal Service officer, being re-elected as Secretary-General of the Asian-Pacific Postal Union (APPU) for a second consecutive four-year term.
Dr. Singh was elected unopposed by acclamation during the 14th APPU Congress in Bangkok on September 4, 2026, reflecting the broad confidence of postal administrations across the Asia-Pacific region in his leadership.
His second term will begin in January 2027 and run through December 2030.
India’s Role in Regional Postal Cooperation
Dr. Singh’s re-election represents significant recognition of India’s contribution to international postal cooperation and comes at a time when postal administrations across the region are adapting to rapid technological, logistical and service-delivery changes.
Headquartered in Bangkok, the Asian-Pacific Postal Union is an intergovernmental organisation comprising 32 member countries. It functions as a regional union of the Universal Postal Union (UPU), the United Nations specialised agency responsible for cooperation in the global postal sector.
Dr. Singh first assumed the APPU Secretary-General’s position in January 2023, following his election at the 13th APPU Congress in 2022.
During his first term, he contributed to strengthening cooperation among postal administrations and supporting efforts to modernise postal services across the Asia-Pacific region.
His renewed mandate from 2027 to 2030 is expected to provide an opportunity to further advance regional cooperation and address common priorities facing the postal sector.
More Than Three Decades of Public Service
Dr. Singh brings more than three decades of administrative and professional experience to the international position.
Over the course of his career, he has held several senior responsibilities within the Government of India, including:
- Member, Postal Services Board
- Senior Deputy Director General, Department of Posts
- Chief Vigilance Officer, Department of Posts
- Chief Postmaster General, Uttar Pradesh Circle
- Chief General Manager, India Post Headquarters
His professional assignments have also included work with the Union Public Service Commission, the United Nations Development Programme in Afghanistan, and the Army Postal Service Corps.
Strong Academic Background
Alongside his administrative career, Dr. Singh has an extensive academic background.
He was a Gold Medallist in Modern History from the University of Allahabad and subsequently earned a Ph.D. in Management from the Indian Institute of Technology, Delhi.
His combination of public administration experience, postal-sector expertise and academic training has contributed to his role in international postal cooperation.
Second Term Begins in 2027
Dr. Singh’s unanimous re-election at the Bangkok Congress gives India continued representation at the leadership level of a key regional postal organisation.
With postal services increasingly expanding beyond traditional letter delivery into logistics, e-commerce, digital services and integrated supply-chain networks, the APPU’s role in facilitating cooperation among member administrations is expected to remain important.
The Department of Posts has congratulated Dr. Vinaya Prakash Singh on his re-election and expressed confidence that his second term will further strengthen regional collaboration and contribute to the modernisation and development of postal services across the Asia-Pacific.
