AN OPEN LETTER FROM THE REPUBLIC OF BALOCHISTAN TO THE BRICS MEMBER STATES

Subject: An Appeal to Place the Question of Balochistan on the Agenda of the BRICS Summit – 12–13 September 2026
To the Honourable Heads of State and Government of Brazil, Russia, India, China, South Africa, Saudi Arabia, Egypt, the United Arab Emirates, Ethiopia and Indonesia.
The Republic of Balochistan respectfully addresses the eleven member states of BRICS ahead of the 12–13 September 2026 BRICS Summit in New Delhi, calling upon them to consider the question of Balochistan’s national status, its right to independence, and its future as a sovereign nation. BRICS has emerged as an important platform for cooperation among countries of the Global South, with objectives encompassing economic and financial cooperation, political and security dialogue, sustainable development, climate action, technology, health, food security, humanitarian cooperation and people-to-people relations. In accordance with these principles.
We respectfully urge BRICS to place the question of Balochistan on its agenda and to consider establishing diplomatic, political, economic and security relations with the Republic of Balochistan.
Balochistan: An Ancient Land and a Potential Partner of the Global South
Balochistan is a land of ancient civilization, with a history extending thousands of years. Mehrgarh, located in present-day Balochistan, is among South Asia’s most significant prehistoric archaeological sites and provides evidence of some of the world’s earliest settled agricultural communities, dating back to the seventh millennium BCE. This ancient heritage reflects a society that developed agriculture, animal husbandry, craftsmanship and trade long before the emergence of many later civilizations. Balochistan has historically remained a crossroads of peoples, cultures and civilizations. Its national political identity places strong emphasis on a secular, pluralistic and tolerant society, respecting cultural diversity, human dignity and peaceful coexistence.
The modern political question of Balochistan is inseparable from the events surrounding the end of British rule in the Indian subcontinent. 11 August 1947 holds profound significance in Baloch national history and is commemorated as the date associated with the restoration and declaration of Balochistan’s independence. The sixty million Baloch people maintains that Balochistan’s right to independence was not legitimately extinguished and that the question of its sovereignty remains unresolved. The Republic of Balochistan therefore appeals to the international community, particularly the BRICS countries, to recognize the right of the Baloch people to self-determination and to engage with Balochistan as a nation seeking its rightful place in the international community.
Why Balochistan Matters to BRICS
Balochistan offers BRICS not merely a political question, but the possibility of a new strategic, economic and diplomatic partnership in the Global South. Geographically situated at the crossroads of South Asia, Central Asia, the Middle East and the Arabian Sea, Balochistan possesses exceptional strategic and maritime significance. Its long coastline, deep-water port potential and access to major maritime routes could make an independent and stable Balochistan an important centre for regional and international trade and connectivity.
Balochistan is also endowed with vast mineral and natural resources, including copper, gold, coal, natural gas and other strategic minerals, alongside substantial potential in renewable energy, agriculture, fisheries and livestock. These resources, if developed transparently and sustainably for the benefit of the Baloch people, could provide the foundation for long-term economic cooperation with BRICS countries.
For Brazil and South Africa, Balochistan could offer a new avenue for South-South cooperation and economic engagement across the Global South. For Russia, its geography provides potential connectivity between Central Asia, the Middle East and the Indian Ocean. For India, Balochistan’s location on the Arabian Sea creates important possibilities for maritime and commercial connectivity. For China, Balochistan’s location gives it major significance for Asian and Indian Ocean trade. For Saudi Arabia and the United Arab Emirates, its proximity offers possibilities in energy, maritime trade, investment and regional stability. Egypt could benefit from broader connectivity linking the Red Sea, Arabian Sea and Asian markets; Ethiopia could find opportunities for cooperation in maritime access and development; while Indonesia could build stronger maritime, cultural and economic links between Southeast Asia and the Arabian Sea region.
A Partnership Based on Mutual Benefit
The Republic of Balochistan believes that its future relationship with BRICS can contribute positively to virtually every major area of BRICS cooperation.
In economic and financial cooperation, Balochistan can become a destination for responsible investment, infrastructure development, mineral processing, energy, agriculture, fisheries and technology.
Our Appeal to the BRICS Summit
The Republic of Balochistan respectfully calls upon the BRICS member states to:
Place the question of Balochistan’s national status and right to self-determination on the agenda of the 12–13 September 2026 BRICS Summit.
Consider diplomatic engagement and the establishment of future diplomatic relations with the Republic of Balochistan.
Explore economic, trade, investment, infrastructure, energy, mineral and maritime partnerships with Balochistan.
Consider cooperation in health, education, food security, climate change, humanitarian assistance and disaster management.
Explore legitimate cooperation in peace, security, counter-terrorism and counter-extremism.
Promote people-to-people relations between Balochistan and BRICS through universities, research institutions, businesses, civil society, youth and cultural exchanges.
Consider Balochistan’s future participation as a partner in the wider Global South cooperation architecture and, where appropriate, its eventual inclusion in BRICS mechanisms.
A New Opportunity for the Global South
The world is moving toward a more multipolar international order, and BRICS has positioned itself as an important voice for greater representation, cooperation and fairness for the Global South. The question of Balochistan therefore deserves to be viewed not simply as a regional dispute, but in the broader context of self-determination, sovereignty, sustainable development, equitable resource management and a more representative international system.
Balochistan does not seek confrontation with the BRICS countries or with the international community. It seeks partnership, recognition, peaceful cooperation and shared prosperity. Its natural resources, strategic geography, maritime potential and human capital can become assets not only for the Baloch people but also for mutually beneficial cooperation with BRICS and the wider Global South.
A peaceful, sovereign and prosperous Balochistan could become a reliable, resource-rich and strategically important partner for the BRICS countries-contributing to trade, energy security, maritime connectivity, climate resilience, food security, humanitarian cooperation and regional peace.
