PM Modi Distributes Over 51,000 Appointment Letters at 20th Rozgar Mela

Prime Minister Highlights Youth Employment, Skill Development, Entrepreneurship and Public Service
New Delhi, September 19, 2026: Prime Minister Narendra Modi on Saturday distributed more than 51,000 appointment letters to newly recruited youth joining various departments and organisations of the Government of India during the 20th Rozgar Mela, held through video conferencing.
The nationwide programme was conducted simultaneously at 45 locations across the country. The newly appointed candidates are joining several government departments, including the Department of Revenue, Ministry of Railways, Ministry of Home Affairs, Ministry of Health & Family Welfare, Department of Financial Services and Ministry of Defence. With the latest Rozgar Mela, the government said approximately 12.75 lakh young people have received appointment letters through the initiative.
Addressing the newly appointed employees, the Prime Minister congratulated them on the beginning of their professional journey and acknowledged the efforts of the candidates and their families behind their selection.
Youth at the Centre of Development Agenda
Modi said India’s young population has an important role in the country’s stated objective of becoming a developed nation by 2047. He said the skills and capabilities of Indian youth have attracted international attention, particularly in areas such as innovation, entrepreneurship and technology.
The Prime Minister also urged the new government employees to recognise their responsibility towards other young Indians and to ensure that administrative decisions contribute to creating opportunities and removing obstacles.
Focus on Global Opportunities
Referring to India’s international economic engagement, Modi highlighted the role of Free Trade Agreements (FTAs) in opening access to new markets and partnerships. According to his remarks, such agreements can create additional opportunities for Indian businesses while expanding employment and career possibilities for young people.
He also referred to initiatives associated with India’s BRICS engagement, including BRICS CONNECT and the BRICS MSME Cooperation Portal, as mechanisms intended to broaden participation in international economic partnerships.
Skilling and Future-Ready Workforce
The Prime Minister outlined several government initiatives aimed at strengthening youth skills, including the National Education Policy, Skill India Mission, Pradhan Mantri Kaushal Vikas Yojana and apprenticeship programmes.
He also highlighted the PM-SETU scheme, under which the government is working to modernise government Industrial Training Institutes (ITIs), with the stated objective of bringing vocational education and training closer to evolving industry requirements.
Modi said education and skill development need to keep pace with changes taking place across the economy and employment landscape.
Startups Expanding Beyond Major Cities
Highlighting India’s startup ecosystem, the Prime Minister said the country is currently the world’s third-largest startup ecosystem. He also pointed to the growing presence of recognised startups in Tier-2 and Tier-3 cities, noting that young entrepreneurs from smaller towns are increasingly developing businesses and creating employment.
According to the Prime Minister, India’s startup activity is no longer concentrated only in major metropolitan centres, with young people from villages, towns and smaller cities increasingly participating in the emerging economy.
Push for Private-Sector Employment
Modi also referred to the Pradhan Mantri Viksit Bharat Rojgar Yojana, a government initiative aimed at encouraging formal employment. He said the scheme has an outlay of ₹1 lakh crore and seeks to facilitate the entry of two crore young people into the formal workforce.
The scheme includes incentives for first-time employees as well as support for employers creating additional employment opportunities.
Economic Growth and Employment
The Prime Minister linked employment generation with economic activity, investment and expansion across industries. During his address, he referred to India’s reported 7.8% growth rate and an increase in investment during the first quarter, presenting these as factors relevant to employment creation.
The government has previously highlighted India’s 7.8% real GDP growth in the first quarter of FY2025-26, with the figure reflecting economic performance during April-June 2025.
Call for Citizen-Centric Governance
Addressing the newly recruited government employees, Modi emphasised the importance of continuous administrative reform, simpler procedures, improved ease of doing business and greater use of technology.
He urged the new officials to consider the difficulties faced by ordinary citizens while interacting with government departments and work to reduce unnecessary procedural hurdles.
The Prime Minister also stressed the importance of Mission Karmayogi and continuous professional development. He referred to the Karmayogi Prarambh module for new entrants and the broader iGOT platform, encouraging recruits to continually update their knowledge and technological skills.
“Nagrik Devo Bhava” Emphasised
Concluding his address, the Prime Minister described public trust as a fundamental element of effective governance and highlighted the impact government employees can have on citizens through everyday services, including pensions, scholarships and welfare benefits.
He called upon the new recruits to follow the principle of “Nagrik Devo Bhava” — treating citizen service as a form of national service.
The Prime Minister said that the success of government employees should ultimately be reflected in whether their work makes the lives of citizens easier.
The 20th Rozgar Mela is part of the government’s continuing nationwide recruitment programme. The official Prime Minister’s Office and PIB releases confirm that more than 51,000 appointment letters were distributed on September 19, 2026, across 45 locations.
