Global Coalition Reaffirms Commitment to Defeat ISIS in Iraq and Syria, Pledges Over $75 Million in Support
Rome, October 2, 2026: The Global Coalition to Defeat ISIS has reaffirmed its commitment to combating terrorism and strengthening regional stability in Iraq and Syria during a high-level diplomatic meeting held in Rome, Italy, on October 1, 2026.
The meeting was hosted by Italy and co-chaired by the United States, bringing together Political Directors and senior diplomatic representatives from member countries of the Ad-hoc Global Coalition to Defeat ISIS, also known as Daesh.
During the discussions, coalition partners acknowledged the progress made by Iraq and Syria through Operation Inherent Resolve (OIR), which has significantly weakened the operational capabilities of ISIS. Participants described the conclusion of the operation’s mandate in Iraq as an important milestone in the collective international campaign against the terrorist organisation.
The coalition also recognised Iraq’s continued commitment to preventing the resurgence of ISIS and maintaining national security. In Syria, participants welcomed the willingness of the authorities in Damascus to cooperate with international partners in addressing the ongoing terrorist threat.
International Support for Counterterrorism Efforts
Coalition members emphasised that long-term peace and security in both countries require strong, inclusive and sovereign state institutions capable of protecting all communities and ensuring equal participation in national development.
The meeting highlighted the importance of continued international cooperation to strengthen Iraq’s and Syria’s counterterrorism capabilities. Participants stressed the need to address the social grievances, political divisions and other vulnerabilities that extremist organisations have historically exploited to expand their influence.
The coalition reaffirmed its role in supporting both governments through capacity-building initiatives, security cooperation and targeted international assistance.
More Than $75 Million in Assistance Announced
A significant outcome of the Rome meeting was the announcement of financial commitments exceeding US$75 million to support counterterrorism and humanitarian-related priorities in Syria and Iraq.
The funding is intended to strengthen Syria’s counterterrorism capabilities, expand detention infrastructure and maintain essential health and sanitation services. It will also support displaced and detained populations in both countries, addressing some of the challenges associated with regional security and humanitarian needs.
Representatives from the Syrian government outlined key counterterrorism priorities and identified areas where additional international assistance is required. Iraq, meanwhile, reiterated its continued leadership and commitment to eliminating the threat posed by ISIS.
Focus on Long-Term Regional Stability
The coalition members agreed that military and security measures alone are insufficient to prevent the resurgence of ISIS. Sustainable progress will also depend on effective governance, inclusive institutions, community protection and addressing the underlying conditions that enable extremist groups to operate.
The Rome meeting underscored the importance of close coordination between international partners and the governments of Iraq and Syria to consolidate counterterrorism gains and prevent ISIS from rebuilding its networks.
The coalition reaffirmed its readiness to continue working with both countries to strengthen national capabilities, protect vulnerable communities and promote lasting peace and stability across the region.
