European Commission Releases €2.86 Billion for Ukraine’s Defence Needs

Brussels, October 14, 2026: The European Commission has disbursed €2.86 billion to Ukraine under the defence component of its €90 billion Ukraine Support Loan, with the funds earmarked for drones, air defence systems, missiles, radar equipment, electronic warfare systems and ammunition.

The latest financial assistance is intended to address Ukraine’s immediate battlefield requirements while strengthening its domestic defence manufacturing capabilities amid the continuing conflict with Russia.

European Commission President Ursula von der Leyen said the funding would help Ukraine protect its airspace and safeguard civilians and critical infrastructure from escalating aerial attacks. She stressed that continued European support remains essential as Ukraine faces mounting security challenges.

€90 Billion Support Package for 2026–2027

The Ukraine Support Loan provides for up to €90 billion in assistance over 2026 and 2027. According to the Commission, the package has an indicative allocation of €60 billion for defence and €30 billion for budgetary support.

For 2026, approximately €28.3 billion is planned for disbursement to strengthen Ukraine’s defence industrial capacity. The Commission said further payments under the defence component would follow in the coming weeks.

The defence programme also aims to modernise Ukraine’s defence technology and manufacturing base and gradually integrate it with Europe’s defence industrial sector.

Support for Civilian Protection and State Services

The Commission said the urgent delivery of defence equipment is particularly important as Ukraine approaches its fourth winter since Russia launched its full-scale invasion.

The broader financial assistance programme is designed not only to strengthen military capabilities but also to help Ukraine maintain essential public services, keep state institutions functioning and improve economic resilience.

All funding decisions remain subject to agreed conditions, monitoring arrangements and Ukraine’s evolving requirements.

Further Financial Assistance Available

The Commission reported that Ukraine has €29.64 billion in financial support remaining available for the rest of 2026. This includes €25.24 billion under the Ukraine Support Loan—comprising €12.54 billion for defence industrial capacity and €12.7 billion in budgetary assistance.

An additional €4.4 billion in budget support remains available under the Ukraine Facility, subject to the relevant conditions.

According to the European Commission, the European Union and its Member States have provided a combined €231.5 billion in overall support to Ukraine since 2022, including €3.8 billion derived from the proceeds of immobilised Russian assets.

European Leaders Reaffirm Commitment

Henna Virkkunen, Executive Vice-President for Tech Sovereignty, Security and Democracy, described the latest disbursement as evidence of Europe’s determination to support Ukraine’s defence.

Andrius Kubilius, European Commissioner for Defence and Space, said the Ukraine Support Loan was helping reinforce the country’s defence capabilities.

The latest disbursement underscores the EU’s continued commitment to Ukraine’s military preparedness, defence production and financial stability as the conflict continues.
