West Bengal Investment Promotion Policy 2026 Offers Up to 120% Assistance to Attract Industrial Investment

Kolkata | 5 November 2026

By Suman Munshi, IBG NEWS

The Government of West Bengal has outlined an ambitious investment-support framework under the West Bengal Investment Promotion Policy, 2026, offering eligible investors financial assistance of up to 120% of qualifying investment in plant and machinery. The policy aims to encourage industrial expansion, generate employment, strengthen manufacturing capabilities and promote investment across districts of the state.

In an official message dated 4 November 2026, Chief Minister Suvendu Adhikari presented the policy as a roadmap for positioning West Bengal as a competitive investment destination. The communication highlights the state’s geographical advantages, connectivity infrastructure, industrial ecosystem, educational institutions and skilled workforce as key factors supporting future economic growth.

Priority sectors to receive enhanced support

The policy proposes greater assistance for projects located in less-industrialised areas and sectors identified as important for the state’s future economic development. These include:

  • Semiconductors and advanced technology
  • Electric vehicles
  • Green hydrogen
  • Pharmaceuticals
  • Defence manufacturing
  • Shipbuilding

Eligible projects may receive assistance of up to 120% of qualifying investment in plant and machinery, distributed over a period of up to ten years from the commencement of production.

Micro, small and medium enterprises are also identified as important beneficiaries of the policy. Service-sector activities, including information technology, healthcare, tourism and education, will follow a separate support framework.

Employment incentives and inclusive industrial growth

Employment generation is a central component of the proposed policy. The official communication highlights incentives linked to job creation, with particular emphasis on expanding women’s participation in the workforce.

One of the stated measures is full reimbursement of the employer’s Employees’ Provident Fund (EPF) contribution for women and transgender employees working in MSMEs.

The broader objective is to connect investment incentives with employment opportunities and encourage more inclusive participation in the state’s industrial and service sectors.

Green energy support and investment certainty

The policy also signals support for industries adopting cleaner energy. According to the official message, eligible green power sourced within West Bengal will receive a complete waiver of cross-subsidy and additional surcharge until March 2030.

The communication further emphasises investment certainty by stating that incentive terms will be fixed on the date of the investor’s Certificate of Intent. Subsequent amendments to the policy will not reduce the benefits applicable under those terms.

This provision is intended to offer investors greater predictability while planning projects involving substantial capital expenditure and longer implementation periods.

Time-bound approvals and digital processing

A key feature of the proposed framework is a defined timeline for processing investment applications and incentive claims.

The official communication specifies the following service commitments:

  • Certificate of Intent: Within 30 days.
  • Certificate of Eligibility: Within 45 days.
  • Sanction of assistance: Within 30 days after submission of a complete claim.

The policy also provides for a dedicated Assured Incentive Fund to facilitate payment of sanctioned assistance.

For larger investment projects, a designated senior government officer will provide support, while progress will be reviewed periodically, including at the level of the Chief Secretary.

The government has stated that the process, from initial application to final payment, will operate online and be made as accessible and paperless as possible.

West Bengal’s industrial positioning

The Chief Minister’s message points to West Bengal’s strategic location as a gateway to eastern and north-eastern India, supported by ports, airports, inland waterways and an extensive road and rail network.

The state’s established strengths in engineering, metals, chemicals, jute, textiles, leather, tea and logistics are presented as a foundation for attracting new investment. The communication also identifies institutions such as IIT Kharagpur, IIM Calcutta, ISI Kolkata and IIEST Shibpur as contributors to the state’s talent and research ecosystem.

The policy links its investment objectives with the national vision of Atmanirbhar Bharat and Viksit Bharat, placing emphasis on domestic manufacturing, innovation, exports, advanced technology and clean energy.

A test of implementation and investor confidence

The success of the West Bengal Investment Promotion Policy, 2026, will depend not only on the scale of incentives announced but also on transparent eligibility conditions, timely disbursement, administrative coordination and the ease with which businesses can access the promised support.

The proposed timelines, assured funding mechanism and project-level monitoring arrangements are therefore significant elements of the framework. Their effective implementation could help strengthen investor confidence, particularly among manufacturing companies, MSMEs and businesses considering projects in less-industrialised districts.

For West Bengal, the larger challenge will be converting investment commitments into operational projects, sustainable employment and long-term industrial capacity.

IBG NEWS Perspective: The policy sets out an investment-led development approach that combines capital assistance, employment incentives, green-energy support and administrative time limits. Its practical impact will ultimately be measured by actual investments realised, projects commissioned and jobs created across the state.
