The United States, Japan and the Republic of Korea (South Korea) have reaffirmed their commitment to deepening trilateral cooperation to combat cyber activities allegedly linked to the Democratic People’s Republic of Korea (DPRK). The renewed collaboration aims to disrupt illicit financial networks that, according to the three governments, generate revenue for North Korea’s prohibited weapons and missile programmes.

Senior interagency officials from the three countries met in Washington, D.C., on June 25–26 during the Trilateral Diplomatic Working Group on DPRK Cyber Threats, where they reviewed emerging cyber threats, cryptocurrency-related crimes and coordinated strategies to strengthen international cybersecurity cooperation.

Focus on Cryptocurrency Theft and Cybercrime

During the discussions, officials expressed concern over a series of high-profile cryptocurrency thefts attributed by international authorities to North Korean cyber actors. The delegations highlighted reported cyber incidents involving cryptocurrency platforms such as KelpDAO and Drift Protocol, where hundreds of millions of dollars were reportedly stolen.

Participants emphasized the growing sophistication of cyber-enabled financial crimes and agreed to expand intelligence sharing, improve investigative cooperation and enhance efforts to expose illicit cryptocurrency operations linked to the DPRK.

Growing Concerns Over AI-Assisted Cyber Operations

Another major focus of the meeting was the increasing use of artificial intelligence by individuals allegedly associated with North Korea’s overseas information technology (IT) workforce. Officials warned that AI tools may enable more convincing fraudulent identities, sophisticated phishing campaigns and remote employment scams targeting companies around the world.

The three governments pledged to work closely with private industry to strengthen mechanisms for detecting and preventing such cyber-enabled fraud while protecting businesses from financial and data-security risks.

Expanding International Awareness

Recognizing the global nature of cyber threats, representatives agreed to increase outreach and awareness efforts beyond Northeast Asia. The three countries plan to engage governments, financial institutions and technology sectors across Europe, Southeast Asia and Africa to strengthen resilience against cybercrime and illicit financial activities.

Officials also reaffirmed the importance of enforcing existing international sanctions aimed at restricting revenue streams that could contribute to North Korea’s weapons of mass destruction (WMD) and ballistic missile programmes.

Stronger Law Enforcement Coordination

The meeting concluded with renewed commitments to closer coordination among law enforcement agencies and regulatory authorities. Delegates stressed that effective implementation of international sanctions, combined with rapid information sharing and joint investigations, remains essential in countering cyber-enabled financial crime.

Private Sector Participation

A notable feature of this year’s discussions was the inaugural private-sector engagement session, where leading cybersecurity and technology firms shared insights into evolving cyber threats and protective measures.

Representatives from Coinbase, Google Cloud Security’s Mandiant Threat Intelligence, Polymarket, and Upwork participated in discussions on improving detection capabilities, strengthening cybersecurity resilience and supporting collaborative efforts against sophisticated cybercriminal operations.

A Shared Cybersecurity Agenda

The trilateral meeting underscores the growing importance of international cooperation in addressing cyber threats that increasingly transcend national borders. As digital financial systems continue to expand, the United States, Japan and South Korea signaled their intention to further strengthen partnerships with governments and the private sector to counter cybercrime, protect global financial infrastructure and limit illicit revenue generation through emerging technologies.
